RESUMEN

The Global Fund to Fight AIDS, Tuberculosis and Malaria (The Global Fund) has become an increasingly active and influential organization in global health during the past two decades. It is now playing an increasingly important role in the prevention and control of major infectious diseases, international financing for health, public procurement market development across the world. The article outlines the basic architecture of the Global Fund, including its overall information, financing mechanism, operational models and key experiences accumulated. Based on previous cooperation, the article analyzes the importance of the long-term partnership between China and the Global Fund, and proposes policy suggestions to achieve more win-win outcomes in the near future.

RESUMEN

ObjectiveTo analyze the equity of medical and health resource allocation in 12 cities of Inner Mongolia Autonomous Region and to provide policy suggestions for further optimizing the allocation of medical and health resources. MethodsBased on two dimensions of geography and population, a comprehensive evaluation of the equity of medical and health resource allocation was conducted using location entropy, health resource density index (HRDI), entropy-weighted TOPSIS method, and GIS spatial analysis. ResultsLocation entropy showed that the allocation of medical resources in each league city exceeded or approached 1 in the population dimension, but less than 1 in the geography dimension. HRDI revealed that the number of health institutions in Tongliao City was 8.3 times that of Alxa League; the number of beds, health technical personnel, practicing (assistant) physicians, and registered nurses in Wuhai City was 20.3 times, 18.2 times, 15.2 times, and 22.7 times that of Alxa League. The entropy-weighted TOPSIS method showed that the top three weighted indicators were registered nurses (24.14%), health technical personnel (22.63%), and practicing (assistant) physicians (21.13%). Allocation of medical resources in Hulunbuir City, Xilinguole League, and Alashan League was significantly inequitable; GIS spatial analysis showed that the equity of medical resource allocation exhibited a decreasing distribution pattern from the central region to the western and eastern regions. ConclusionThere is a significant disparity in the equity of medical and health resource allocation among various leagues and cities, with resource allocation in the population dimension being better than in the geographical dimension. Allocation of medical and health human resources should be strengthened.

RESUMEN

The accessibility of orphan drugs has been the focus of many countries. Many countries and regions have established special laws and regulations to promote the development of orphan drugs since 1980’s. The development of orphan drugs has now become to be an important strategy for the drug development of many large pharmaceutical companies. At present, China has not yet defined the rare diseases, and the orphan drugs used in China are almost dependent on imports. The domestic situation that the research and development, introduction, production and sales of orphan drugs lack the policy support has been the bottleneck restricting the development of related industries in China. This paper reviews the present status of worldwide development of the rare diseases and their therapeutic drugs, and put forward related suggestions for the development of orphan drugs in China.

RESUMEN

Objective:To understand the current situation and problems of the supervision of individual clinics in China , and put forward some reform suggestions .Methods:Two cities were selected from typical provinces in east-ern, central and western regions by typical sampling .The investigation was conducted by semi-structured interviews and typical clinic participant observation method .Results:There were serious problems in the regulation of the pri-vate clinics and it was necessary to build efficient regulation mechanism .Conclusions:We should strengthen the su-pervision of private clinics .In the future , we should improve the access threshold for the private clinic; strengthen inter-sector cooperation and joint law enforcement; promote information exchange and information network construc-tion;use economic incentives and punitive measures at the same time and make the association itself and social su -pervision work .

RESUMEN

TCM health-care service industry is in a rapid growth phase. It is important to stimulate consumption and boost domestic demand in health-care industry. Although TCM has unique advantages in health-care industry, lack of technical standards, industry standards and related policy have led to market chaos. Limited by inherent concept of TCM health-care services and the existing enterprise scale and level, health-care services cannot get sufficient play. This article analyzed current situation and main problems of TCM health-care service industry, and provided measures and suggestions for management system, industry access, and personnel quality.

RESUMEN

Objective To provide new ideas for establishment of prevention and control strategy for non-communicable chronic disease (NCD) that are suitable for Chinese people. Methods Sampling survey of patients with chronic disease from 14 provinces combined with literature study and researches on national statistical data were conducted to investigate the application situation and problems of traditional Chinese medicine in the prevention and control of NCD. Results Status of utilization and satisfaction of traditional Chinese medicine in the prevention and control of NCD has developed well. The main problems in the promotion and application of TCM lie in insufficient investment, lagging behind of construction of prevention and control system, insufficient professionals and ineffective heritance of practical technique. Conclusion In order to tackle these problems, relevant laws and regulations should be implemented;information management system with TCM features should be improved;construction of diversified technological innovation system should be reinforced, practical and strong technology should be promoted;construction of TCM prevention and control system for chronic diseases should be perfected.

RESUMEN

The paper analyzes the age structure, educational background, occupation, income, migration and other sociological features of migrant workers in cities in present China and discusses the general health status of the group, including the incidence and spread of contagious diseases, workplace accidents and occupational hazards, reproductive and psychological health, and social adaptation. It also puts forward policy suggestions for improving the health status of migrant workers and raising their health level from the perspectives of perfecting the social security system, giving expression to impartial health services, showing concern for the health status of vulnerable populations, enhancing health education and promoting health.
