O lugar do esporte de rendimento no financiamento da função esporte e lazer dos municípios do sul do Brasil / The place of the sport of income in the financing of the sport and leisure function of the municipalities of the south of Brazil

As análises sobre financiamento público no setor esportivo vêm se consolidando nos últimos anos, sobretudo, em âmbito federal. Porém, no Brasil, o sistema federalista dá a premissa aos estados e municípios de se auto organizarem política e financeiramente, dessa forma, estudos sobre a temática em âmbito municipal, se tornam relevantes, no entanto, ainda são incipientes em nossa área. O financiamento público pode ser classificado de acordo com suas funções e subfunções. No campo esportivo, a Função Desporto e Lazer representa o maior nível de agregação dos gastos públicos realizado pelos entes federativos, ela está organizada de forma a contemplar gastos de quatro áreas de atuação governamental, chamadas de subfunções. O presente estudo, de natureza descritivo exploratória, teve como objetivo investigar o financiamento na subfunção Desporto Rendimento (sDR) realizado pelas prefeituras da região Sul do Brasil de 2005 a 2014. Como objetivo específico o estudo se propôs: (a) identificar o grau de adesão e os gastos dos municípios da região Sul ao gasto na Função Desporto e Lazer e sDR; (b) analisar o percentual da sDR dos gastos na Função DL dos municípios da região Sul; (c) analisar a participação das políticas do Governo Federal descentralizadas aos municípios e os municípios realizados por eles nas DR. Os dados referentes à FDL e as subfunções foram coletados diretamente do site do Tesouro Nacional nos dados referentes às contas anuais no Sistema de Informações Contábeis e Fiscais do Setor Público Brasileiro ­ SICONFI. Os resultados demonstraram a diversidade alocativa na subfunção Desporto Rendimento, e portanto, vão ao encontro do que sinaliza a literatura sobre gasto social no federalismo. Com 1.191 autoridades políticas podendo contemplar interesses diversos de forma autônoma outro resultado não seria possível. Por fim, destacamos a necessidade de avançarmos num melhor detalhamento dos gastos da FDL no Brasil como também fazer análises comparativas entre os entes federados...(AU)

The analysis of public financing in the sports sector has been consolidating in recent years, mainly at the federal level. However, in Brazil, the federalist system gives the premise to the states and municipalities to self-organize politically and financially. In this way, studies on the subject in the municipal scope, become relevant, however, are still incipient in our area. Public funding can be classified according to its functions and sub-functions. In the sports field, the Sports and Leisure Function represents the highest level of aggregation of public expenditures made by federal entities, it is organized in order to contemplate expenditures of four areas of government activity, called subfunctions. This exploratory descriptive study aimed to investigate the financing of the sub-function of Sports Income (SDR) conducted by the municipal governments of the southern region of Brazil from 2005 to 2014. As a specific objective, the study proposed: (a) to identify the degree of accession and the expenses of the municipalities of the South region to the expenses in the Sports and Leisure Function and sDR; (b) to analyze the percentage of the SDR of the expenses in the Sports and Leisure Function of the municipalities of the South region; (c) to analyze the participation of the decentralized federal government policies to the municipalities and the municipalities carried out by them in the RD. Data on the Sports and Leisure Function and the subfunctions were collected directly from the National Treasury website in the data referring to the annual accounts in the Brazilian Public Sector Accounting and Tax Information System - SICONFI. The results showed the allocative diversity in the sub-function Sport Income, and therefore, they meet the one that signals the literature on social spending in federalism. With 1,191 political authorities being able to contemplate diverse interests autonomously another result would not be possible. Finally, we highlight the need to move forward in a better detail of the Sports and Leisure Function expenses in Brazil, as well as to make comparative analyzes among the federated entities...(AU)

Um olhar multidisciplinar sobre a inclusão social: resenha do livro políticas públicas de esporte/ lazer e in(ex)clusão de pessoas com deficiência / A multidisciplinary look at social inclusion: book review public policies of sports / leisure and in(ex)clussion of persons with disabilities

Esta resenha apresenta e analisa a obra Políticas Públicas de Esporte/ Lazer e In(Ex)clusão de Pessoas com deficiência de autoria de Junior Vagner Pereira da Silva, com objetivo de elucidar a temática e apresentar os elementos que norteiam a realidade social destes indivíduos para pesquisadores, professores, alunos e demais interessados, haja visto o caráter multidisciplinar desta obra. Através de uma linguagem crítica, o autor investiga o nível de acessibilidade de pessoas com deficiência quanto aos critérios de estruturas físicas e implementação de políticas públicas para a prática de esporte sob a perspectiva de lazer, visando garantir os direitos humanos estabelecidos pela Constituição Federal. O autor apresenta inicialmente um diálogo da temática com a literatura e posteriormente realiza uma análise empírica das condições de acessibilidade dos parques públicos na cidade de Campo Grande, Mato Grosso do Sul. A acessibilidade é avaliada tanto pelo viés arquitetônico, por meio da análise morfológica desses locais, como pelo viés metodológico e programático, que corresponde aos programas desenvolvidos para os deficientes nestes parques. Através dos resultados obtidos, o autor indica que há uma exclusão das pessoas com deficiência física e visual. Conclui-se que a obra é de grande relevância para a comunidade acadêmica e científica por, dentre outras características, possuir um caráter multidisciplinar e, portanto, uma abordagem da temática em sua plenitude. Garantir esta prática é uma ação importante no sentido de potencializar a refinada discussão sobre o tema e a disseminação da produção acadêmica, contribuindo para a melhora da qualidade de vida desta população que, por vezes, não são prioridades dos agentes politicamente ativos...(AU)

This review presents and analyzes the work Public Policies of Sports / Leisure and In (Ex) clusion of People with Disabilities authored by Junior Vagner Pereira da Silva, with the purpose of elucidating the theme and presenting the elements that guide the social reality of these individuals for Researchers, teachers, students and other interested parties, have seen the multidisciplinary nature of this work. Through a critical language, the author investigates the level of accessibility of people with disabilities regarding the criteria of physical structures and the implementation of public policies for the practice of sports from the perspective of leisure, in order to guarantee the human rights established by the Federal Constitution. The author initially presents a dialog of the theme with the literature and later carries out an empirical analysis of the accessibility conditions of the public parks in the city of Campo Grande, Mato Grosso do Sul. Accessibility is evaluated both by the architectural bias, through the morphological analysis of these Localities, as well as methodological and programmatic bias, which corresponds to the programs developed for the disabled in these parks. Through the results obtained, the author indicates that there is an exclusion of people with physical and visual disability. It is concluded that the work is of great relevance to the academic and scientific community because, among other characteristics, it has a multidisciplinary character and, therefore, an approach to the theme in its fullness. To guarantee this practice is an important action in order to enhance the refined discussion about the theme and the dissemination of academic production, contributing to the improvement of the quality of life of this population that sometimes are not priorities of the politically active agents...(AU)
