Resumen Siguiendo la tendencia mundial y regional, Colombia liberalizó el sector o industria del transporte aéreo, a principios de década de 1990, y con ello dio inicio a una ininterrumpida (hasta el presente) batería de políticas públicas para dicho sector, paralelamente acompañadas de varias reformas a nivel institucional, todas ellas basadas en la concepción de que el estado colombiano considera el transporte aéreo un servicio público esencial, y que contribuye al desarrollo económico nacional. Por lo tanto, este trabajo, cuyo carácter es de análisis de un estudio de caso, presenta y analiza el impacto de las políticas públicas en el desarrollo y evolución de la industria del transporte aéreo en Colombia. Para ello el análisis se centra, por un lado, en el enfoque y planteamiento de las autoridades colombianas en el diseño e implementación de dichas políticas públicas, y por otro, en la evaluación del desarrollo y crecimiento del sector del transporte aéreo y su directa influencia en otras industrias relacionadas e indicadores socioeconómicos. El principal resultado de las políticas implementadas es: el alto y continuo crecimiento del tráfico aéreo, principalmente a nivel doméstico, lo que consolidó y fortaleció la conectividad y cohesión territorial; aportación a la riqueza nacional; generación de empleo; y apoyo a industrias muy relacionadas entre sí.
Resumo Seguindo a tendência mundial e regional, a Colômbia liberalizou o setor de transporte aéreo, ou indústria, no início da década de 1990, e assim deu início a uma bateria ininterrupta (até o momento) de políticas públicas para esse setor, acompanhada paralelamente por diversas reformas no nível institucional, todas baseadas no conceito de que o Estado colombiano considera o transporte aéreo um serviço público essencial e que contribui para o desenvolvimento econômico nacional. Portanto, este trabalho, cujo caráter é a análise de um estudo de caso, apresenta e analisa o impacto das políticas públicas no desenvolvimento e evolução da indústria do transporte aéreo na Colômbia. Para tanto, a análise se concentra, por um lado, na abordagem e abordagem das autoridades colombianas na formulação e implementação das referidas políticas públicas e, por outro, na avaliação do desenvolvimento e crescimento do setor de transporte aéreo e sua influência direta. em outros setores relacionados e indicadores socioeconômicos. O principal resultado das políticas implementadas é: o elevado e continuado crescimento do tráfego aéreo, principalmente a nível doméstico, que consolidou e reforçou a conectividade e a coesão territorial; contribuição para a riqueza nacional; geração de empregos; e apoio a setores intimamente relacionados.
Abstract Following the global and regional trend, Colombia liberalized the air transport sector at the beginning of the 1990s. This measure unleashed an uninterrupted (until now) set of public policies for the sector, accompanied by several reforms at the institutional level, all in the belief that the Colombian state considers air transport an essential public service that contributes to national economic development. This work uses the case study method to present and analyze the impact of public policies on the development and evolution of the air transport sector in Colombia. The analysis focuses on the approach of the Colombian authorities in the design and implementation of public policies, and the evaluation of the development and growth of the air transport sector and its direct influence on other related industries and socio-economic indicators. The main results of the implemented policies are: high and continued growth of air traffic, mainly at the domestic level, which consolidated and strengthened connectivity and territorial cohesion; contribution to national wealth; generation of employment; and support to closely related industries.

The objective of this study was to evaluate the relationship between dietary pattern and incidence of nutrition-related non-communicable diseases in Serbia, a country which has experienced a significant shift in nutrition and lifestyle habits, guided by its particular historical background and its rapid transition to liberal economy. Data was collected from annual reports published by the Statistical Office of the Republic of Serbia and the Institute of Public Health. It provides a focus on the timeframe of 1997-2014, in order to capture any changing pattern after the year 2000, in which the process of complete trade liberalization started.The results have shown a striking growing trend in both disease incidence on the one hand and processed food items such as processed meat, fruit juices, chocolate and biscuits and on the other hand. Granger causality test suggests that there exists causality that goes beyond spurious relationship between the disease of blood and blood-forming organs and immune system disorders and average per capita consumption of fruit and vegetables, poultry, processed meat, chocolates and biscuits and fruit juices. Also, we find evidence of long-term relationship between fish consumption and endocrine, metabolic and digestive diseases(AU)
El objetivo de este estudio fue evaluar la relación entre los patrones de dieta y la incidencia de las enfermedades no transmisibles relacionadas con la nutrición en Serbia, un país que ha experimentado un cambio significativo en los hábitos de nutrición y estilo de vida, guiado por sus antecedentes históricos particulares y su rápida transición hacia una economía liberal. Se recogieron datos de los informes anuales publicados por la Oficina de Estadística de la República de Serbia y el Instituto de Salud Pública. Se hizo foco en el período de 1997 a 2014, con el fin de poder detectar cualquier cambio en los patrones a partir del año 2000, cuando comenzó el proceso de liberalización total del comercio. Los resultados han mostrado llamativamente una tendencia creciente tanto en la incidencia de enfermedades como en la proliferación de alimentos procesados, tales como carne procesada, jugos de frutas, chocolate y galletas. La prueba de causalidad de Granger sugiere que existe una relación de causalidad que va más allá de la relación espuria entre las enfermedades hematológicas, las afecciones de los órganos hematopoyéticos y del sistema inmunológico y el consumo promedio per cápita de frutas y hortalizas, productos avícolas, carne procesada, chocolates, galletas y jugos de frutas. A rich tradition of English education was founded in West Bengal for historical reasons. But the Left Front Government upset it during their thirty-four years rule. The two decades of Left rule, from 1983 to 2004, witnessed four changes in the scenario of teaching English at school at irregular intervals without proper justification. English education has remained a contested terrain of hegemonies and counter hegemonies since its inception during the colonial period, after Independence in entire India and in Leftruled West Bengal too. Despite of its pro-proletariat ideology, the Left Front Government did a volte-face when it reintroduced English in the Primary stage after initially abolishing it from there. They even failed to produce any revolutionary ideal in the English textbooks. Globalization, ideological confusions and imperatives of realpolitik are chiefly responsible for the indecisiveness of the Left vis-à-vis English education policies.

Myanmar (formerly Burma) is a southeast Asian country, with a long history of military dictatorship, human rights violations, and poor health indicators. The health situation is particularly dire among pregnant women in the ethnic minorities of the eastern provinces (Kachin, Shan, Mon, Karen and Karenni regions). This integrative review investigates the current status of maternal mortality in eastern Myanmar in the context of armed conflict between various separatist groups and the military regime. The review examines the underlying factors contributing to high maternal mortality in eastern Myanmar and assesses gaps in the existing research, suggesting areas for further research and policy response. Uncovered were a number of underlying factors uniquely contributing to maternal mortality in eastern Myanmar. These could be grouped into the following analytical themes: ongoing conflict, health system deficits, and political and socioeconomic influences. Abortion was interestingly not identified as an important contributor to maternal mortality. Recent political liberalization may provide space to act upon identified roles and opportunities for the Myanmar Government, the international community, and non-governmental organizations (NGOs) in a manner that positively impacts on maternal healthcare in the eastern regions of Myanmar. This review makes a number of recommendations to this effect.

This article discusses liberalization during the Fernando Collor Administration (1990-1992), seeking to demonstrate that the process was far more complex than the academic literature has acknowledged. The argument is that liberal reformism was dually inspired, namely by neoliberalism and the "competitive integration" project, and that it met resistance from both proponents of national developmentalism and its distributive version. It addition to schematically reconstructing these sets of ideals, the article discusses various state policies inspired by them, including foreign policy, foreign trade reform, privatization, etc. Finally, it seeks to identify the agents that sustained such policies and ideals. The article concludes with the overall results and suggestions for further research on the theme.
Dans cet article, on examine le processus de libéralisation pendant la période Collor pour chercher ensuite à montrer que ces mécanismes ont été bien plus complexes que ce que rapporte la littérature à leur sujet. On voit que le réformisme libéral a été le fruit d'une double inspiration - le néolibéralisme et le projet d'"intégration compétitive" - et s'est heurté à des résistances venant d'acteurs partisans d'un développementisme national persistant ou de la version redistributive de celui-ci. On a essayé de conceptualiser ces ensembles d'idées et de présenter plusieurs politiques d'État qui y ont puisé, comme ce fut le cas pour la politique extérieure, la réforme du commerce extérieur, la privatisation etc. On s'emploie enfin à identifier les agents qui ont soutenu ces politiques et ces idées et on conclut sur un résumé des résultats et des suggestions en vue d'autres recherches.

The multilateral trading system embodied in the World Trade Organization has contributed significantly to economic growth, development and employment throughout the past fifty years. We are determined, particularly in the light of the global economic slowdown, to maintain the process of reform and liberalization of trade policies, thus ensuring that the system plays its full part in promoting recovery, growth, and development. The negotiations on trade in services shall be conducted with a view to promoting the economic growth of all trading partners and the development of developing and least-developed countries. The General Agreement on Trade in Services (GATS) is among the World Trade Organization's most important agreements. The accord, which came into force in January 1995, is the first and only set of multilateral rules covering international trade in services. Ig has been negotiated by the Governments themselves, and it sets the framework within which firms and individuals can operate. The GATS has two part: the framework agreement containing the general rules and disciplines ; and the notional "schedules" which list individual countries' specific commitments on access to their domestic markets by foreign suppliers. Each WTO Member lists in its national schedule those services for which it wishes to guarantee access to foreign suppliers. All commitments apply on a non-discriminatory basis to all other Members. There is complete freedom to choose which services to commit. In addition to the services committed, the schedules limit the degree to which foreign services providers can operate in the market. For example, a country making a commitment to allow foreign banks to operate in its territory may limit the number of banking licenses to be granted (a market access limitation). It might also fix a limit on the number of branches a foreign bank may open (a national treatment limitation). The GATS covers all internationally-traded services with two exception : services provided to the public in the exercise of governmental authority, and , in the air transport sector, traffic rights and all services directly related to the exercise of traffic rights and all services directly related to the exercise of traffic rights. The GATS also defines four ways in which a service can be traded, known as "modes of supply" Services supplied from one country to another (e.g international telephone calls), officially known as "cross-border supply"; Consumers from one country making use of a service in another country(e.g tourism), officially known as "consumption abroad"; A company from ton country setting up subsidiaries or branches to provide services in another country (e.g a bank from one country setting up operations in another country), officially known as "commercial presence" ; and Individuals travelling from their own country to supply services in another (e.g an actress or construction worker), officially known as "movement of natural persons". Trade liberalization, and even economic growth, are not the ends in themselves. The ultimate aim of Government is to promote human welfare in the broadest sense, and trade policy is only one of many instruments Governments use in pursuing this goal. But trade policy is nevertheless very important, both in promoting growth and in preventing conflict. The building of the multilateral trading system over teh past 50 years has been one of the most remarkable achievements of international cooperation in history. The system is certainly imperfect, which is one of the reasons why periodic negotiations are necessary, but the world would be a far poorer and more dangerous place without it. In January 2000, WTO Member Governments started a new round of negotiations to promote the progressive liberalization of trade in services. The GATS agreement specifically states that the negotiations "shall take place with a view to promoting the interests of all participants on a mutually advantageous basis" and "with due respect for national policy objectives and the level of development of individual Members". The pace and extent of these negotiations are set by the WTO's 140 Member Goverments themselves according to their different national policy priorities. Recently, however, the negotiations and the GATS itself have become the subject of ill-informed and hostile criticism. Scare stories are invented and unquestioningly repeated, however implausible. It is claimed for example that the right to maintain public services and the power to enforce health and safty standards are under threat, though both are explicitly safeguarded under the GATS. How have serious people come to believe what is, on the face of it, out of the question? Why should any Government, let alone 140 Governments, agrees to allow themselves to be forced, or force each toher, to surrender of compromise powers which are important to them, and to all of us? Decision-making in open societies presupposes informed public discussion. It must be based on fact rather than fiction. The purpose of this booklet is to contribute to this discussion and to a greater public understanding of the GATS by correcting statements made in some recent publication which we believe are misleading the public and undermining support for international economic cooperation. It must not be assumed that becuase we have disputed some allegations we accept that others are well-founded: these are merely examples.
