RESUMEN Introducción: La literatura científica destaca la necesidad de gestionar los procesos, resultados y sujetos que intervienen en una de las actividades clave que garantiza la persistencia del conocimiento científico: la publicación científica, particularmente en revistas científicas. Sin embargo, el análisis de los referentes consultados evidenció la carencia de un profundo y suficiente estudio de las esencialidades de la gestión de revistas científicas desde lo organizacional. Objetivo: Analizar desde el enfoque organizacional, los principales referentes sobre la gestión de revistas científicas, a fin de contribuir a revelar las especificidades que lo distinguen, para alcanzar niveles superiores de interpretación de su esencia y de su abordaje. Método: Se realizó una sistematización de experiencias investigativas precedentes en el periodo octubre de 2020 a marzo de 2021 en la Universidad de Ciencias Médicas de Santiago de Cuba, mediante la utilización de métodos empíricos (revisión documental, análisis de redes sociales), teóricos (análisis y síntesis, histórico-lógico, inducción-deducción, hermenéutico-dialéctico, holístico-dialéctico), y procedimientos metodológicos (análisis de contenido). Resultados: Se identificaron aquellos aspectos relevantes que, a juicio de los autores, contribuyen a desarrollar una perspectiva teórica de la gestión de revistas científicas. Conclusiones: Se asume la gestión de revistas científicas como un caso particular de la gestión organizacional, cuya finalidad es garantizar la publicación científica, integrando procesos de diferente carácter: de dirección, editoriales, de evaluación y certificación de la pertinencia y originalidad de las contribuciones, y de evaluación y posicionamiento de las revistas; soportados sobre las Tecnologías de la Información y la Comunicación, para incrementar sus niveles de eficiencia y eficacia.


ABSTRACT Introduction: The scientific literature highlights the need to manage the processes, results and subjects involved in one of the key activities that guarantees the persistence of scientific knowledge: scientific publication; particularly in scientific journals. However, the analysis of the references consulted showed the lack of a deep and sufficient study of the essentials of the management of scientific journals from the organizational point of view. Objective: To analyze from the organizational approach, the main references on the management of scientific journals, in order to help reveal the specificities that distinguish it, to reach higher levels of performance of its essence and its approach. Method: A systematization of previous research experiences was carried out in the period between October 2020 to March 2021, at the Universidad de Ciencias Médicas de Santiago de Cuba, through the use of empirical methods (document review, analysis of social networks), theoretical (analysis and synthesis, historical-logical, induction-deduction, hermeneutic-dialectical, holistic-dialectical), and methodological procedures (content analysis). Results: Those relevant aspects that, in the opinion of the authors, contribute to developing a theoretical perspective of the management of scientific journals were identified. Conclusions: The management of scientific journals is assumed as a particular case of organizational management, whose purpose is to guarantee scientific publication, integrating processes of a different nature: management, editorial, evaluation and certification of the relevance and originality of the contributions, and evaluation and positioning of magazines; supported on Information and Communication Technologies, to increase their levels of efficiency and effectiveness.


RESUMO Introdução: A literatura científica destaca a necessidade de gerenciar os processos, resultados e assuntos envolvidos em uma das principais atividades que garantem a persistência do conhecimento científico: a publicação científica, principalmente em periódicos científicos. No entanto, a análise das referências consultadas evidenciou a falta de um estudo aprofundado e suficiente dos fundamentos da gestão de revistas científicas do ponto de vista organizacional. Objetivo: Analisar a partir da abordagem organizacional, as principais referências sobre a gestão de revistas científicas, a fim de ajudar a revelar as especificidades que a distinguem, para alcançar níveis mais elevados de interpretação de sua essência e de sua abordagem. Método: Foi realizada uma sistematização de experiências de pesquisa anteriores no período de outubro de 2020 a março de 2021 na Universidade de Ciências Médicas de Santiago de Cuba, por meio do uso de métodos empíricos (revisão documental, análise de redes sociais), teóricos (análise e síntese, histórico-lógico, indução-dedução, hermenêutico-dialético, holístico-dialético) e procedimentos metodológicos (análise de conteúdo). Resultados: Foram identificados os aspectos relevantes que, na opinião dos autores, contribuem para o desenvolvimento de uma perspectiva teórica da gestão de periódicos científicos. Conclusões: a gestão de revistas científicas assume-se como um caso particular de gestão organizacional, cuja finalidade é garantir a publicação científica, integrando processos de outra natureza: gestão, editorial, avaliação e certificação da relevância e originalidade das contribuições, e avaliação e posicionamento de revistas; apoiados nas Tecnologias de Informação e Comunicação, para aumentar os seus níveis de eficiência e eficácia.

RESUMEN Introducción: la formación doctoral es el núcleo integrador no solo de los procesos sustantivos universitarios (docencia, investigación y extensión) sino de las diferentes formas de postgrado y garante de la calidad universitaria y, especialmente, de los egresados de la educación superior. Objetivos: identificar los factores que limitan la gestión del proceso de formación doctoral en la Universidad de Ciencias Médicas de Matanzas. Material y métodos: se realizó la presente investigación en el área de postgrado y Ciencia e Innovación Tecnológica con un enfoque cualitativo. Se emplearon métodos empíricos y teóricos de investigación, así como integración de métodos cuantitativos-cualitativos y técnicas (grupos de especialistas, lluvia de ideas, matriz de ponderación de impactos), cuyos resultados fueron triangulados para realizar las valoraciones finales. Resultados: se identificaron las principales barreras que limitan la gestión del proceso de formación doctoral en la Universidad de Ciencias Médicas de Matanzas determinando como tal: inadecuado funcionamiento de los Consejos Científicos, deficiente claustro de profesores, pobre disponibilidad de los tutores necesarios para el desarrollo de la actividad, insuficiente organización de la Ciencia y Técnica, poca importancia conferida por los directivos a la obtención de la categoría científica. Conclusiones: las principales barreras que limitan la gestión del proceso de formación doctoral en la Universidad de Ciencias Médicas de Matanzas fueron identificadas.


ABSTRACT Introduction: The doctorate training is not only the integrating kernel of the substantive university processes (teaching, research and extension) but also of the different postgraduate activities and guaranty of the university quality, especially of the high education graduates. Objective: to identify the factors affecting the management process of the doctorate training at the University of Medical Sciences of Matanzas. Materials and methods: the following qualitative research was made in the area of Postgraduate Studies and Science and Technology Innovation. Research empiric and theoretical methods were used, and also the integration of the quantitative-qualitative methods and techniques (groups of specialists, brain storm, and impact ranking matrix), with triangulation of results for the final valuations. Results: there were identified the main barriers limiting the management of the doctoral training at the University of Medical Sciences of Matanzas. They were: 1. inadequate performance of the Scientific Councils; 2. deficient teaching staff; 3. poor availability of the necessary tutors for the development of the activity; 4. insufficient organization of the Science and Technique; 5. the management staff confers few importance to obtaining the scientific category. Conclusions: the main barriers limiting the management process of the doctoral training at the University of Medical Sciences of Matanzas were identified.

Introduction@#The National Unified Health Research Agenda is a major document whose creation by the Philippine National Health Research Systems is mandated by Philippine Law. Multiple frameworks, methods, and approaches for the development of a health research agenda exists. Available literature on research priority setting have mostly focused on its methods, results, or implementation. There are limited studies on the operations management of conducting a national health research priority-setting exercise.@*Objectives@#This paper aims to describe the operational components utilized to develop the NUHRA 2017-2022 and provide lessons learned for future research priority setting endeavors. @*Methods@#This paper identified and categorized the operational components to develop the NUHRA 2017-2022 using the Enabler Criterion of the European Foundation for Quality Management’s (EFQM) Excellence Model.@*Results@#Operationalizing the development of a national health research agenda requires the harmonization of multiple components. Having region-based staff involved in the production of a regional situational analysis improved its context and accuracy. The workload for each cluster team must be considered and anticipated by the management. Stakeholder engagement requires political, diplomatic, advocacy, marketing, management, and technical skills. The process requires building relationships with various institutions. In a largescale project, management processes must be in place to effectively track and monitor its progress.@*Conclusion@#Operations and management are usually a neglected area in research and development projects. In a bottoms-up research priority-setting approach, iteration and flexibility is needed which requires a lot of management skills and insight. Duration of the project, planning, resources available, and quality of outputs have a strong interconnected relationship.

Con el decursar de los años, la información científica y tecnológica ha ocupado un espacio cada vez más importante, ya que se ha convertido en un elemento fundamental para las instituciones de cualquier esfera y se ha transformado en un bien necesario para desarrollar y cumplir los objetivos organizacionales. Evaluar el estado de la gestión de este tipo de información debe constituir una prioridad en la gestión de las organizaciones en aras de potenciar su crecimiento y desarrollo. El presente artículo tiene como objetivo proporcionar una serie de criterios que facilite la elaboración de indicadores de evaluación de la gestión de la información científica y tecnológica de las organizaciones como punto de partida, para posteriormente facilitar la vigilancia científica y tecnológica con vistas a garantizar una adecuada disponibilidad de información para una acertada toma de decisiones. El enfoque de la vigilancia científica y tecnológica se abordó desde los procesos identificados, teniendo en cuenta la relación entre sus componentes, y se establecieron como dimensiones, entre las que se encontraban la gestión de información y del conocimiento, la gestión de información para el monitoreo del entorno externo, la gestión de la innovación y de la calidad, la gestión de la capacidad informacional y la gestión de productos y servicios. Se presentó una escala de evaluación para los indicadores propuestos en cada una de las dimensiones. Estos procesos se consideran determinantes para el desarrollo organizacional, lo que fue corroborado a través de validaciones realizadas por un grupo de expertos(AU)


Recent years have witnessed the ever-growing importance of scientific and technological information, to the extent that is has become a crucial element for institutions from any field of endeavor, and thus an indispensable tool to develop and meet organizational goals. Evaluating the current status of the management of such information should be a priority within the management of organizations in order to boost their growth and development. The purpose of the paper is to present a number of criteria facilitating the development of indicators for the evaluation of scientific and technological information management as a starting point, and eventually facilitate scientific and technological surveillance to ensure adequate availability of information for sound decision taking. The scientific and technological surveillance approach was addressed from the perspective of the processes identified, bearing in mind the relationship between their components, which were set up as dimensions. These included information and knowledge management, information management for surveillance of the external environment, innovation and quality management, information capacity management and management of products and services. An evaluation scale is presented for the indicators proposed within each dimension. These processes are considered to be crucial for organizational development, a fact which was corroborated through validations conducted by a group of experts(AU)

Résumé

Objective To investigate the positive practice environments ( PPE ) of nurses and influencing factors at public hospitals , for reference of building a better PPE .Methods A national cross-sectional survey was performed at 77 public hospitals across seven provinces/metropolises, involving 5374 nurses.PPE included organizational management (internal) and nurses-patient relationship (external). Results The scoring of positive practice environment was 18.51 ±4.69 (total score of 40).The scoring of organizational management and nurses-patient relationship was 9.87 ±3.11 and 8.64 ±2.51 respectively. The scoring of PPE of nurses of general hospital ( GH) was higher than that of traditional Chinese medicine hospital(TCMH) (18.68 ±4.68 versus 18.08 ±4.67, P<0.01).Multivariable analysis showed that , compared with nurses who had not very much pressure about performance assessment , the scores of those who had were declined (βGH =-1.15, 95%CI: -1.55 to -0.76;βTCMH =-1.29, 95%CI: -1.92 to-0.66 ) );compared with nurses who paid less efforts in communicating with their patients , the scoring of those with greater efforts was higher (βGH =2.43, 95%CI:2.00 to 2.86;βTCMH =2.84, 95%CI:2.19 to 3.49).Conclusions PPE of nurses is poor in general in China , and the externally stressful nurse-patient relationship deserves greater attention and efforts than inefficient organization management internally .To improve PPE of nurses , hospitals need to moderate nurses′performance assessment and the nurses need to pay more attention to patient communication .

Objective: This study aims to investigate the positive practice environments evaluation of doctors in public hospital and provide suggestions for Chinese health care reform from the perspective of health service providers.Methods: Using self-designed questionnaire, a national cross-sectional survey was performed in 77 public hospitals across seven provinces/ metropolis, involving a total of 3564 doctors.Positive practice environment includes organizational management and doctor-patient two-dimension relationships.Results: The doctor''s mean score of positive practice environment evaluation was 18.02±4.86 (out of 40).Doctors had a higher evaluation (score) of organizational management than doctor-patient relationship.In the organizational management dimension, the personal advice got the lowest scores(2.24±1.04);and in doctor-patient relations, evasion of medical risk got the lowest scores(1.59±0.81).There was a difference in the positive practice scores of physicians in different regions, and the scores of doctors from the western China were the lowest (P<0.001.Doctors from western medicine hospitals had lower evaluation of positive practice environments than ones from Chinese Traditional Medicine hospitals(P=0.002.Conclusion: As per the analysis conducted in this investigation, the current medical practice environment of doctors in China is not a promising one.Doctor-patient relationship is worse than organizational management.Hospitals should adopt a participatory decision-making model in management and establish a broadband performance based compensation to motivate junior doctors.Besides, government should establish reasonable compensation incentive mechanism, with the aim of promoting doctor-patient trust.

According to the current meditech conditions in China,we combined the domestic and overseas first aid modes and the problems in severe trauma together and inducted the methods of model study into the procedure of traumatic first aid.The purpose of the study is to establish the procedure of inner-hospital first aid in severe trauma.Through the investigation and practice in Daping Hospital,Third Military Medical University,on the basis principles of organizing first aid with high efficiency,shortening preoperative time and enhancing achievement ratio of remedy,we established the procedure of inner hospital first aid with the typical character of time-control mode.This method can effectively enhance achievement ratio of remedy,decrease the ratio of disability.Moreover,it may promotes the process of entirety,systematization and specialization of inner-hospital first aid in severe trauma.

Résumé

Objective To learn the organizational management competency of state-owned hospitals and their weakness, providing references for decision makers. Methods In the principle of stratified random sampling, 5 677 doctors in hospitals of different grades from 12 cities in Shandong Province, Hubei Province, Hebei Province and Inner Mongolia were investigated with questionnaires. Factor analysis is applied to extract factors. With results of this factor analysis, an evaluation model was built, followed by a fuzzy comprehensive evaluation on the management competency. Results The total satisfaction score on the organizational management by the doctors investigated is 3. 25, and those for system building and leadership behavior are respectively 2.88 and 3.20. Conclusions Organizational management of the public hospitals needs improving, especially development of hospital management systems and implementation.
