RÉSUMÉ

Although a key tenant of the Sustainable Development Goals is to achieve universal health coverage,the global drug gap persists—over a third of the global population lack access to essential medicines.Without access to affordable drugs,people have worse health outcomes,higher medical expenses,and productivity loss,pushing them into poverty.Health technology assessments (HTAs) offer an opportunity to decrease the global drug gap and increase access to essential medicines by overcoming barriers to medicine access.These barriers include drug procurement,drug affordability for payers and patients,a patient's ability to obtain essential medicines,and health system capacity.Using HTAs can therefore close the global drug gap by increasing access to affordable essential medicines.In turn,people have better health outcomes,spend less money on medical care,and can have better productivity.Ultimately,use of HTAs can lift the population out of poverty and force fewer people into poverty by creating better health outcomes at affordable prices.

This study focuses on comparing the 2015 edition of WHO model list of essential medicines for children with the 2012 edition of list of national essential medicines for children in respects of drug categories, dosage forms, specifications and medication information. The number of essential medicines available for children in China roughly equals to that of WHO model list of essential medicines for children. Though China’s list provides more specific and children-agreeable specifications, it lags behind the WHO list with respect to the number of dosage forms and information concerning pediatric weight limitation, drug combination and alternatives. It is recommended that research and development on dosage forms for children should be strengthened to solve the problem of pediatric drugs shortage. Also, more clinical trials should be developed as supporting evidence. Based on adapting to the needs of basic health services of children, essential medicines list for children in China should be established.

RÉSUMÉ

OBJECTIVE:To put forward policy suggestions on the selection and revision of National Essential Drug List (NEDL) in China. METHODS: The selection principles, criteria and procedures of WHO Model List of Essential Medicines and Australia’s Pharmaceutical Benefits Scheme Directory which was commonly regarded as Essential Drug List of Australia were analyzed to provide reference for the selection and revision of NEDL in China. RESULTS & CONCLUSION: The selection and revision of NEDL which were strongly supported by related policies demand active participation of all social sectors, open and transparent working procedures, scientific and operational methods for selection and revision, authoritative monitoring and aftereffect evaluation system.
