A fonoaudiologia e sua inserção na saúde pública / The insertion of the phonoaudiology in public health

Este trabalho tem como objetivo fazer uma breve reflexão sobre a Fonoaudiologia na promoção da saúde coletiva e conhecer as formas de inserção do fonoaudiólogo nesse contexto. Foi realizada uma revisão da literatura dos últimos cinco anos sobre o tipo de inserção que a Fonoaudiologia tem realizado na Saúde Pública. Nos artigos foi possível observar que a prevenção, a promoção de saúde e os princípios do Sistema Único de Saúde são as bases norteadoras para a inserção da Fonoaudiologia no contexto da Saúde Pública, e que tanto a prevenção quanto a promoção podem estar presentes em todos os níveis de atuação. Na maioria dos livros, observou-se que as maiores atuações fonoaudiológicas ocorrem em Centros de Saúde e Unidades Básicas de Saúde, em creches, pré-escolas e escolas do ensino fundamental, sendo imprescindível o diagnóstico institucional. Por meio deste trabalho foram constatadas algumas inserções que o fonoaudiólogo vem realizando ao longo dos anos, mas sua plena inclusão ainda está por vir, apesar do avanço ocorrido, posto que, inicialmente, o fonoaudiólogo era visto somente como um reabilitador dos distúrbios e não um promotor de saúde.

This work aims to make a brief reflection about hearing and speech sciences in health promotion and to identify the ways of insertion of the therapist in this context. Literature review of the last 5 years. In the articles, it was possible to observe that prevention, health promotion and the principles of Unified Health System are the bases to the insertion of the hearing and speech therapist in the context of public health. Both, prevention and promotion, can be present in all levels of actuation. In almost all books, it was observed that the hearing and speech therapist actuations occur in Health Care Centers and Basic Units of Health; at childcare facilities, primary and high schools, being essential the institutional diagnostic. Some insertions of the hearing and speech therapist are occurring through the years, but a full inclusion is still to happen, despite the advances, once this professional was seen only as someone that rehabilitated disturbances and not as someone who promoted health.

Acolhimento em saúde pública: a contribuição do fonoaudiólogo / Sheltering in public health: contributions from the hearing and speech therapist

Este artigo consiste de uma reflexão acerca do processo de acolhimento aos usuários de serviços públicos de saúde e do papel do fonoaudiólogo nesse processo. A discussão parte dos princípios estabelecidos pelo Ministério da Saúde em relação ao Sistema Único de Saúde e da proposta implementada no município de Campinas, SP, por meio do Projeto Paidéia, que inclui em suas diretrizes oacolhimento e a responsabilidade no atendimento ao usuário do serviço público de saúde. Argumenta-se que o atendimento em saúde pública, pautado nos princípios de universalidade, integralidade e eqüidade, exige uma mudança na perspectiva tradicional, centrada no médico, em favor do reconhecimento do papel dos demais profissionais da saúde no atendimento qualificado à população, por meio da institucionalização da equipe multiprofissional de saúde, que se constituirá a equipe multiprofissional de acolhimento ao usuário. Como membro dessa equipe, o fonoaudiólogo tem formação e conhecimento suficientes para prestar um serviço de acolhimento que atenda as necessidades do usuário, tratando-o como ser humano integral que busca soluções para sua vida em uma relação de ajuda genuína.

This article is a reflection about the process of sheltering offered to users of public health facilities and the role of the hearing and speech therapist in such process. The discussion begins addressing the principles established by the Government Health Ministry to the Sistema Unico de Saúde and to the plan developed in the city of Campinas, São Paulo State, called Paideia Project. This project includes in its main directions the Shelter and responsibility in assisting users of the public health system. One of the arguments discussed is that the public health service relies on the principles of universality, integrality and equity. To put in action such principles demands changes in the traditional view that is centered in the medical care. It is necessary to recognize the role of the other health care professionals in qualified assistance to the public. This may occur by the institutionalization of the multiprofessional health team that will form the multiprofessional shelter team to public health clients. As a member of such team, the hearing and speech therapist has enough degree and knowledge to offer hospitality that satisfies the clients' needs. This professional can approach them as human beings who search for solutions to their own life through a genuine help relationship.
