La puesta en marcha de los Planes Federales de Salud propuso al Primer Nivel de Atención como el nivel organizador del sistema de salud, y promovió la formación de recursos humanos apropiados en cantidad y competencias. A fin de medir el impacto de los mismos se realizó un censo que incluyó el recuento de las residencias públicas existentes, el censado de los residentes y el relevamiento del contexto de aprendizaje predominante en cada residencia. The implementation of the Federal Health Plans proposed the First Level of Care as the organizing level of the health system, and promoted the training of appropriate human resources in quantity and competencies.
