RESUMO

Objective To evaluate the implementation effectiveness of performance management for administrative departments.Methods By means of questionnaires,the authors made a comparative analysis of the performance perception of service recipients of these departments before and after the implementation of the scheme,and the change of external performance appraisal results of the case hospital was analyzed through third-party evaluation.Then face to face interviews were used to conduct performance communication with the management staff.Results Questionnaire results showed that the satisfaction of those served by these administrative departments for their work improvement and work results was generally elevated,scoring 4.31 for their satisfaction elevation (higher than 3.0 of the neutral attitude).A third party external performance appraisal indicated a capability enhancement as shown by the hospital in the appraisal indicators by the hospital's authorities,scoring 91.52 in 2018 as compared to 82.34 in 2016.In-depth interviews exhibited that the ranking of the total scoring of performance appraisal of these departments was more in line with the staff's psychological feelings.These departments also agreed with the appraisal system,the algorithm of performance scoring and the appraisal results.Conclusions The performance management of these departments of the hospital had achieved the goal of effective implementation and elementarily improved the efficiency of the hospital's internal management.

Efficient measurement of administrative departments at public hospitals is key to performance appraisal for such units.The authors analyzed the current situation and problems of performance management of such departments of public hospitals,and made case studies for the formulating and implementing process of the performance appraisal system.Furthermore,they probed into appraisal methods for these departments and presented a performance appraisal model of " expectation-response".Combined with the practice of the case hospitals,the authors recommended an annual personalized evaluation indicator system.Based on analysis of the operation process of the case hospitals from 2016 to 2018,namely theory study-practical exploration-experience summary-program readjustment for further practice.These efforts studied the implementation framework of performance management for these departments,summarized the bystage practice experiences of the appraisal from the "basic version" to "specialized version".Thus the paper provided references for their performance management of these hospitals.

Objective:By analyzing the trend of health status of young migrants over time,this paper made an empirical study on the effect of health migration to provide basic information and theoretical basics for the formulation of health protection policies of migrants. Methods:Investigation Data on Health Consciousness of Young Migrants in 2015 was used to make an analysis on health status of 3 001 young migrants and 1 531 local residents, using BMI (Body Mass Index) as the physical health indicator. Results: The results showed that the proportion of overweight and obesity was 12.5% of young migrants whose migration time was less than 1 year, which was lower than the 18.9% of local residents(P<0.05). With time,the proportion of overweight and obesity of young migrants was ob-served gradually approaching to the proportion of local residents as the proportion of overweight and obesity reached to 27.8% of young migrants whose migration time was over 5 years,which was higher than that of local residents. The multivariable analysis showed that the proportion of overweight and obesity of young migrants with marriage or remar-riage status,the economic income of 5 000 yuan and above,insurance,frequent drinking and longer migration time was higher and the above factors also contributed to health deterioration. Conclusion: Intensify science populariza-tion,improve the healthy lifestyle,relevant departments should take the necessary measures to improve the use of the health service by migrants,reduce off-site medical treatment mobility,and ensure the health of migrants.

The public welfare of public hospitals is determined by the social attributes of its public sector,which is a manifestation of public welfare in health management.The public welfare of public hospitals is conceptual,which is existed by the specific form,thus affects people's awareness about the public welfare in public hospitals.The paper introduced the concept of public welfare of public hospitals,analyzed the characteristics of public welfare in public hospitals,and summarized the manifestations of public welfare and the intervention policies on public welfare in public hospitals since the reform of public hospitals in China.Then the paper put forward the suggestions on the development path of public welfare in public hospitals.

RESUMO

Since the establishment of the People’s Republic of China, the development of China’s official de-velopment assistance for health has been going through three phases. To date, it has developed in many forms, inclu-ding the dispatch of medical team and the construction of health facilities. Since the market reforms, the global con-text together with the domestic socioeconomic foundations have changed; the impact of China’s relatively simple and segmented development assistance for health on the development of health systems in developing countries is limited;the effectiveness of assistance has been watered-down due to segmentation and vague management and accountability systems, as well as the lack of an overarching strategy;China’s health institutions, techniques and products suffer va-rious obstacles in their transfer to other countries where rules are dominated by western countries;compared with the increasing and multiple demands of development assistance for health from developing countries, the capacities of co-operation need to be further developed. As the paper suggests, use the “new major-country” and “new morality-in-terest” and“human oriented” concepts, as well as the ideology of“aid in order to develop, develop in order to coop-erate, so as to develop hand-in-hand” to guide China’s development assistance for health;innovate stereo-aid models to adapt to the changed foreign and domestic socioeconomic context; reform the development assistance for health management system and define rights and obligations appropriately;strengthen coordination and information sharing;link development assistance for health with global health governance to promote a maximized spillover effect;mobilize the civil society with strengthened guidance and supervision.

RESUMO

With the rapid economic growth and social development in the BRICS countries, the role of devel-opment assistance for health is becoming more and more significant. This paper describes the scales, recipient coun-tries, mechanisms and characteristics and management systems of development assistance for health in BRICS coun-tries. The paper suggests that a) it is necessary to set up a centralized international aid management agency;b) the mode of development assistance for health must be optimized;c) the scale of development assistance for health shall be increased ( over time);d) each BRIC country should use its own comparative advantages and development experi-ence to carry out development assistance for health while strengthening the cooperative power among the BRICS coun-tries;e) development assistance for health data should be more transparent and open;f) the evaluation of develop-ment assistance for health must be established and perfected.

RESUMO

<p><b>OBJECTIVE</b>To study the epidemiological and clinical features of the mycoplasma pneumoniae pneumonia (MPP) that occurred in a single class of a kindergarten in Beijing in July 2006.</p><p><b>METHODS</b>The environment and the attendance record of the kindergarten from the beginning of August 2005 to the end of July 2006 were investigated, and the sick status of the children absent for illness were interviewed by face to face or telephone through their parents. The disease data of the in-patient children with MPP were collected through questionnaires and analyzed. Serological screening for MP was performed with the Serodia Myco II gelatin particle agglutination test (Fujirebio, Japan).</p><p><b>RESULTS</b>In mid-July 2006, in a day-care kindergarten with 3 grade classes, 3 out of 25 six-year-old children in the top class were hospitalized within 4 days and diagnosed as MPP. A total of 8 children had the symptoms of fever and cough during late May and mid-July in 2006, 5 children conduct chest radiographs and all had pneumonia, all these five children showed antibody positive for MP, 3 of them showed a more than 4-fold increase in antibody titer to MP in serum. There were no pneumoniae cases in the other two classes during the same period, and no pneumoniae cases happened among the teachers in the top class and the parents of the 5 pneumoniae children. All the children were moved to this classroom temporarily with limited ventilation and sunshine in March 2006. After improvement of the ventilation in the classroom, no additional pneumoniae cases occurred in the top class till the early September 2006. The 5 MPP children showed neither sneeze and nasal obstruction, nor skin rash, earache and any other extrapulmonary complication, and their peripheral white blood cell count was in the normal range (3.9 - 7.7) x 10(9).</p><p><b>CONCLUSION</b>The MPP outbreak in a kindergarten was caused by poor ventilation of the temporary classroom. MP infection in children is liable to cause pneumonia.</p>

<p><b>OBJECTIVE</b>To investigate the relationship between the gene mutations of mannose binding protein(MBP) and the progression of hepatitis B.</p><p><b>METHODS</b>The MBP gene mutations in 52 patients with chronic hepatitis B and 62 patients with severe hepatitis B and 64 HBsAg-negative healthy controls were investigated. The mutations in MBP gene were analyzed by polymerase chain reaction (PCR) and direct DNA sequencing.</p><p><b>RESULTS</b>A mutation of MBP gene codon 54 was found. The mutation frequency in the group of severe hepatitis B (35.5%, 22/62) was higher than those in the chronic hepatitis B group (15.4%, 8/52) and the HBsAg-negative healthy controls(14.1%, 9/64), respectively, and their difference was significant (chi-square was 7.79, P< 0.01; chi-square was 5.89,lzP<0.05). The difference between the chronic hepatitis B group and the HBsAg-negative healthy control group was not significant (P > 0.05).</p><p><b>CONCLUSION</b>There is only mutation in codon 54 of the MBP gene in patients with hepatitis B infection in the area analyzed. Codon 54 mutation of MBP gene is not related to the persistence of hepatitis B, but it was associated with the progression of hepatitis B infection.</p>

To determine the distribution and drug resistance tendency of Gram-negative bacillus so as to provide a reasonable selection for antibiotic in clinical treatment.The clinical isolates bacillus were mainly Gram-Negative bacillus during three years.The detection out ratio for Gram-Negative bacillus had decreased gradually but the ratio for non-fermental gram-negative bacillus had increased.The combinations of antibiotic and enzyme inhibitor has more antibacterial activity to non-fermental gram-negative bacillus than antibiotic.The detection out ratio for ESBLs had gradually increased.
