RESUMO
Introdução Em 2011, o Ministério da Saúde lança a Rede Cegonha (RC), visando o enfrentamento da Mortalidade materna e infantil, e considerando o panorama de baixa qualidade da rede de atenção ao parto e nascimento; propõe uma rede de assistência que garanta à mulher o direito à gravidez, parto e puerpério seguros e humanizados e às crianças o direito ao nascimento humanizado e seguro com crescimento e desenvolvimento saudáveis. Para isso, a efetividade, eficiência, eficácia e sustentabilidade das ações da RC dependem de uma estruturação de um modelo organizacional na qual possa garantir melhores condições para o acesso, atendimento e acompanhamento da saúde da população, com assistência contínua de ações de atenção à saúde materna e infantil. Objetivos O estudo pretende analisar a estrutura e os processos de Governança na condução da Rede Cegonha, em seu componente Parto e Nascimento, na X Região de Saúde do Estado de Pernambuco. Metodologia Estudo de caso, com recorte temporal de 2012 a 2016, realizado na X Região de Saúde de Pernambuco, a partir da análise documental (Plano de Ação/Desenho Regional da Rede Cegonha e Atas das Reuniões da Comissão Intergestores Regional), e situação locorregional dos indicadores de Morbimortalidade Materna e Infantil. Conclusão O tema Rede Cegonha foi pouco frequente e/ou pouco discutido nas reuniões da CIR. A ausência do tema na agenda política decisória, revela uma lenta operacionalização da RC na X Região de Saúde de Pernambuco. Por outro lado, a assiduidade e o compromisso, dos membros participantes, com a realização das reuniões da CIR nos permitem inferir a importância desse espaço de negociação e pactuação para os gestores da região. As limitações deste estudo (inexistência de aioria das atas do ano de 2012) também indicam aberturas para novas investigações.(AU)
Introduction: In 2011, the Ministry of Health launches the Stork Network (SN), aiming to address maternal and infant mortality and, and considering the low quality panorama of the care network at birth and birth; proposes a network of assistance to women the guarantee of the right to safe and humane pregnancy, childbirth and the puerperium to children the right to a safe and humane birth with healthy growth and development. For this, the effectiveness, efficiency, effectiveness and sustainability of the actions of the SN depend on a structuring of an organic model in which it can guarantee better conditions for access, care and monitoring of the population's health, with continuous assistance of health care actions maternal and child health. Objectives: The study intends to analyze the Structure and the processes of Governance in the conduction of the Stork Network, in its birthing and birth component, in the X Region of Health of the state of Pernambuco. Methodology: Case study, with a temporal cut from 2012 to 2016, carried out in the X Region of Health of Pernambuco, based on documentary analysis (Action Plan/Regional Design of the Stork Network and Minutes of the Meetings of the Regional Interagency Committee - RIC), and series of the locoregional indicators of Maternal and Child Morbimortality. Conclusion: The theme "Stork Network" was infrequent and/or little discussed at RIC meetings. The absence of the topic in the political decision-making agenda reveals a slow operationalization of SN in the X Health Region of Pernambuco. On the other hand, the attendance and the commitment of the participating members to the meetings of the RIC allow us to infer the importance of this area of negotiation and agreement for the managers of the region. The limitations of this study (the absence of most of the minutes of the year 2012) also indicate openings for further investigations.
