RESUMO
Este artigo visa fornecer subsídios para mobilizar os terapeutas ocupacionais a reflexões e estudos que fundamentem e instrumentalizem a terapia ocupacional na Atenção Primária à Saúde (APS) quanto às suas atribuições, ações e tecnologias. Em seu escopo pondera sobre a APS no movimento sanitário internacional, sua expressão no Brasil e reflexões históricas sobre a inserção da terapia ocupacional nesse nível assistencial. Destaca que a formação na profissão, apesar de ser historicamente calcada na visão biomédica da saúde, vem contribuindo na efetivação de abordagens mais abrangentes sobre o conceito de saúde, pois em seu objeto de estudo e intervenção, que perpassa pela compreensão da relação que o indivíduo estabelece com suas atividades em seu cotidiano, tem-se uma ampliação da percepção dos processos de adoecimento e incapacidades e um entendimento biopsicossocial dos usuários atendidos nesse nível assistencial. Realiza também um exercício de confronto dos princípios e proposições preconizados pela Atenção Básica com os preceitos normativos, epistêmicos e pragmáticos da profissão, sugerindo atribuições, ações e tecnologias de terapia ocupacional possíveis para a APS. Finaliza com a advertência de que apesar dos avanços da terapia ocupacional, a profissão ainda encontra-se acanhada quantitativa e qualitativamente em relação a suas ações, atribuições e tecnologias e sugere o aprofundamento de estudos e de debates sobre o tema, para fortalecer e instrumentalizar a terapia ocupacional na Atenção Primária à Saúde.
This article aims to provide means to mobilize occupational therapists towards reflections and studies that support and tool up Occupational Therapy (OT) for its attributions, actions and technologies related toPrimary Health Care (PHC). It is the result of discussions held at the First National Seminar on Occupational Therapy in PHC, which occurred in the Brazilian Congress of OT in Sao Paulo/2011. Its goal is to look at PHCin the sanitary international movement, its expression in Brazil and some historical reflections on the insertion of OT at such level of care. It points out that the formation of such profession, in spite of being historicallygrounded on the biomedical view of health, has contributed to a more effectual and comprehensive approach to the concept of health, for in its object of study and intervention, which includes the understanding of therelationship that individuals establish with their everyday activities, there is an expansion of awareness of the processes of illness and disabilities and also the biopsychosocial understanding of the individuals cared at thislevel. It also carries out an exercise of confrontation between the principles and propositions advocated by Primary Care and the normative, epistemic and pragmatic precepts of this profession, suggesting possible OT attributions, actions and technologies related to Primary Health Care. It ends with the warning that, in spite of OT progress so far, this profession is still quantitatively and qualitatively limited as to its actions, attributionsand technologies, and suggests further studies and debates on the matter to strengthen and tool up Occupational Therapy for Primary Health Care.
