A efetividade da gestão social e a prática do assistente social na proteção social especial de média complexidade / The effectiveness of social management and the practice of the social worker in the special social protection of medium complexity

O presente artigo tem como objetivo analisar o Serviço de Proteção e Atenção Especializado a Famílias e Indivíduos (PAEFI), que compõe a Proteção Social Especial de Média Complexidade da Política de Assistência Social, enfatizando aspectos relacionados à gestão social e à ação do assistente social. Foi construído a partir de uma revisão teórica e observação empírica da experiência de trabalho desenvolvida no PAEFI em Jaraguá do Sul (SC). A pertinência do tema surge a partir da observância da incipiente produção de referências sobre a correlação entre gestão social e a prática profissional nos Serviços de Média Complexidade. Ao realizar esta análise, busca-se identificar como se efetiva a gestão social na prática, que é aqui analisada enquanto um ato de governança das políticas sociais, em seu aspecto ampliado, abarcando a participação dos diversos atores sociais envolvidos.

The aim of the present article is to analyze the Service of Protection and Specialized Care of Families and Individuals (PAEFI), that make up the Special Social Protection of Medium Complexity of Social Assistance Policy, highlighting aspects related to social management and the activity of the social worker. This article was built from a theoretical review and empirical observation of the work experience developed in the PAEFI in Jaraguá do Sul, Brazil. The relevance of the subject comes from the fledgling theoretical framework production about the correlation between social management and the practice within the Medium Complexity. With this analysis, we seek to identify how the social management occurs in practice ­ which is analyzed here as an act of governance of social policies, in its broad aspect, contemplating the participation of many diverse social actors involved.

Meio ambiente e Serviço Social: desafios ao exercício profissional / Environment and Social Work: challenges to professional practice

O presente trabalho tem como objetivo problematizar os desafios que a questão socioambiental demanda ao exercício profissional do Serviço Social, a partir de pesquisa documental e empírica realizada. Grande parte dos assistentes sociais que atuam na área socioambiental está inserida no âmbito da construção de empreendimentos causadores de impacto ambiental, como usinas hidrelétricas. Os principais desafios que o profissional do Serviço Social enfrenta são a falta de conhecimento da profissão a respeito da temática socioambiental, a incipiente produção teórica e a discussão nos espaços acadêmicos nos quais o Serviço Social se faz presente. Diante dessa realidade, se faz urgente a ampliação do debate acerca desta demanda, envolvendo, em diferentes níveis, a categoria profissional, os conselhos regionais e o federal da profissão e o fortalecimento de movimentos sociais, buscando alternativas para seu enfrentamento com vistas à construção de um novo mundo possível.

The objective of this paper is to critically question, based on desk research and empirical investigation, the challenges social workers face concerning socio-environmental issues. Most social workers in the socio-environmental field perform professional activities for infrastructure enterprises that are directly or indirectly engaged with great environmental impact, such as hydroelectric plants. The main challenges professional workers deal with regarding this subject are the lack of knowledge about socio-environmental themes, fledgling theoretical production and little discussion in the academic areas in which social work is present. Given this reality, it is very urgent to expand the debate of this demand, involving, at different levels, the professional category, regional and federal councils and the strengthening of social movements, seeking alternatives for coping with the construction of a possible new world.
