The psychiatric problem has become a global public health issue. The model of mental health service advocate that“Treatment of disease occurred in the hospital, but rehabilitation and management in the community”. This brings great challenge to the community health service center. By comparing the domestic and foreign mental health service system, this paper discusses the necessity of carrying out the standardized training of general practitioners in psychiatry and psychology.

The paper analyzed the impact of the trial for "lump-sum prepayment practice of medical insurance" on tertiary hospitals in Shanghai initiated by Shanghai Medical Insurance Bureau since 2009. Methods Using the methods of literature review and expert consultation, an investigation through questionnaires was made into the operational mechanism of medical research subsidization in the army. Results The group of experts held that in subsidizing medical research in the army, stress ought to be laid first of all on the encouragement of innovation(scoring 450 points) .
