RESUMO

ObjectiveTo identify the possible health impact of the 14th five⁃year plan for the development of employment and social security in Deqing County and propose improvement measures through health impact assessment. MethodsBased on the data of Deqing County, stakeholder interviews and Delphi Consultation Method, this study described the current status of employment and social security and analyzed the potential health impacts of implementing the 14th five⁃year plan for the development of employment and social security in Deqing County. ResultsThrough a quick assessment process, the results showed that the implementation of the plan would bring mixed health impacts. Positive impacts included enhanced social security capacity, improved health levels of low-income populations and families, increased convenience of medical treatment, and improved efficiency of health services. Negative impacts included reduced accessibility of digital services for the elderly, increased gap in benefits for retirees, increased risk of discrimination against disabled individuals, increased risks of layoffs and unemployment for vulnerable groups, and increased employment instability for middle-aged and elderly populations. ConclusionThe 14th five⁃year plan for the development of employment and social security in Deqing County will bring a series of positive health impacts, but negative health impacts also warrant attention.

The development of the"integration of physical education,medical care,and elderly care"model is an important part of building a higher quality elderly care service system during the 14th Five Year Plan period.Based on literature review and logical analysis,it analyzes the driving forces and difficulties of the development of the"integration of sports,medicine,and nutrition"model during the 14th Five Year Plan period,and proposes optimization paths.It is believed that the core driving forces for the development of the"integration of physical education,medical care,and elderly care"model are the aging population and increasing demand for health,the continuous improvement of medical and health services,and the gradual increase in national policy support.The development of the"integration of physical education,medical care,and nursing"model faces practical difficulties such as incomplete laws and regulations,shortage of professional talents,low social awareness,imbalanced resource allocation,and unsmooth industrial collaboration.Based on this,combined with the national health development demand during the 14th Five Year Plan period,it is proposed to strengthen the construction of laws and regulations and formulate unified standards and norms;innovate talent training channels and establish a diversified training system;increase publicity and education efforts to raise public awareness and understanding;integrate and optimize resource allocation to improve resource utilization efficiency;build an industrial integration complex to promote industrial synergy and linkage.

Objective:To explore the configuration conditions and type-selections of positron emission tomography/computed tomography(PET/CT)and positron emission tomography/magnetic resonance(PET/MR)system under the national new policies during the 14th Five-Year Plan period,so as to provide references for configuration and type-selection of PET/CT and PET/MR equipment of medical institutions.Methods:According to the management polices of relevant configurations of PET/CT and PET/MR,which included configuration licensing,use management and configuration plan,and which were issued by China 14th Five-Year Plan,as well as the development trend and characteristics of PET/CT and PET/MR new techniques,the configuration conditions and type-selection plan of PET/CT and PET/MR equipment were analyzed.Results:Under the new polices during national 14th Five-Year Plan,medical institutions should configure PET/CT and PET/MR depended on the condition of institutions,personnel condition,work basis,the supporting facilities and other conditions,and should select the type of PET/CT and PET/MR which can meet the requirements of medical institutions depended on the technique parameters and performance indicators of PET/CT and PET/MR.Conclusions:Since the 14th Five-Year Plan,there were significant changes in the new policies related to the configurations of PET/CT and PET/MR compared to previous policies.The medical institutions should apply configurations and use PET/CT and PET/MR as new requirement,and configure the PET/CT and PET/MR equipment and conduct type-selection of them as various requirements of each institution.

RESUMO

During the 13th Five-Year Plan period, remarkable progress has been made in prevention and control of endemic diseases in China through implementation of the national plan for prevention and control of endemic diseases and the special three-year action plan for prevention and control of endemic diseases. This paper reviewed the achievements made in prevention and control of endemic diseases in China during the 13th Five-Year Plan period, discussed the current problems we are facing on prevention and control of endemic diseases. The key tasks of prevention and control of endemic diseases during the 14th Five-Year Plan period are indicated in order to carry out scientific and accurate prevention and control of endemic diseases.

Objective:To investigate the current status of radiotherapy personnel and equipment in China, and to provide data basis for scientific allocation and effective use of radiotherapy equipment during the 14 th Five-year Plan period. Methods:From October to December 2020, a group of experts from China Association of Medical Equipment carried out an online questionnaire investigating the basic situation of radiotherapy in China, and the contents of the survey include radiotherapy centers, professional personnel, equipment, technology, equipment utilization rate, forecast of personnel and equipment in the next five years, etc. The data were reviewed by provincial medical societies/associations.Results:There were 1538 radiotherapy centers and 32978 radiotherapy professionals in Mainland China, including 18966 radiotherapy physicians, 4475 physicists and 9537 technicians. There were 2139 linear accelerators, 57 cobalt 60 accelerators, 457 afterloaders, 6 proton/heavy ion machines, 1034 conventional 2D simulators, 1208 CT simulators, and 89 MR simulators. 1459 centers can provide 3D conformal radiotherapy, 1256 centers can deliver intensity-modulated radiotherapy, 514 centers can offer volumetric modulated arc therapy, 422 centers can provide brachytherapy. According to the estimated data reported by the participating centers, in the next five years, the demand of professionals and machines will be increased by 4868 radiotherapy physicians, 2078 physicists and 3796 technicians, and 994 linacs, 896 CT simulators, 313 MR simulators and 54 proton heavy ions.Conclusions:The radiotherapy industry in China grows fast. During the 14 th Five-Year Plan period, the radiotherapy industry still has strong market demand as well as increase demand of personnel and equipment. Strengthening the market competitiveness of domestic radiotherapy enterprises, improving the equipment utilization rate in primary hospitals, providing comprehensive and systematic training and promoting standardized clinical application can resolve the issues of the lack and unbalanced distribution of radiotherapy resources, and maintain the fast and sustainable development of radiotherapy in China.

Under the background of high-quality development of public hospitals, the construction of digital hospitals plays an important role in improving hospital management and service quality. By analyzing the problems and experience of digital hospital construction, the authors identified such key paths of digital hospital construction in the " 14th Five-Year Plan" period as strengthening organizational leadership, increasing capital investment, consolidating talent teams and promoting data sharing, hence providing references to hospitals transformation to digital ones.

The standardization of endemic diseases in China has made steady progress during the "13th Five-Year Plan" period. This article mainly summarized the current endemic diseases standard system, analyzed the major problems existed in the current endemic diseases standard, and introduced the key tasks of the "14th Five-Year Plan" of the endemic diseases standard in China. During the "14th Five-Year Plan" period, the work of endemic diseases standardization will be carried out in a targeted manner in accordance with the requirements of the "Planning of Health Standardization during the ′14th Five-Year Plan′ Period" of the National Health Commission, to establish an endemic diseases standard system suitable for China's economic and social development, to help eradicate poverty and consolidate and implement the rural revitalization strategy, promote the full realization of the goal of eliminating endemic diseases in the "Healthy China Action (2019-2030)".

Objective:To analyze the health development plans of the provinces in China during the " 14th Five-Year Plan" , and explore the key tasks, similarities and differences of health informatization construction in each province.Methods:Using the website of local people′s government and the official website of the provincial Health Commission, 27 copies of health development plans of various provinces during the " 14th Five-Year Plan" period were retrieved and collected from February 16 to June 5, 2022. The relevant statements of health information in the plan were extracted, content analysis was used to reveal the structural characteristics of the policy in the form of word frequency statistics, and discourse analysis was used to study the policy content.Results:The health information policies of 27 provinces during the " 14th Five-Year Plan" period could be summarized as 10 major themes, such as accelerating the construction of hierarchical diagnosis and treatment system, promoting the high-quality development of public hospitals, and deepening the reform of medical security system. The health information policy in the eastern, central and western regions was relatively clear, and there were certain differences in the construction points according to their own characteristics.Conclusions:During the " 14th Five-Year Plan" period, the policies of each province around the field of health information are well defined, and the core structure and content are similar. The distribution of key points in the eastern region is relatively balanced; the construction of health information in the central region is more prioritized and prominent; the construction of health information in the western region is focused on complementing the weak links and weaknesses.

According to the general goal of long term development of basic science from 2021 to 2035 and the "14th Five-Year Plan" in China, starting from the reasearch characteristics and the basic situation of endemiology, this study discusses the strategic position, development law, development trend, development status and layout, development goals and realization ways of endemiology, combined with the strategic needs of the discipline, the important interdisciplinary research areas of endemiology are put forward. The purpose of this study is to promote the rapid development of basic research on endemic diseases, to provide reference for the scientific and technological layout and policy formulation of the endemiology, to provide reference for the "14th Five-Year Plan" in China, and to provide guarantee for the people in the sick area to seek health.

RESUMO

Based on the general goal of the medium and long term development of basic science from 2021 to 2035 and the "14th Five-Year Plan" in China, combined with the national strategic needs, this paper discusses the five priority development areas of endemiology according to the development trends and characteristics of endemiology in the next 5 - 15 years. The five areas are study on the pathogenesis and prevention measures of endemic fluorosis; study on risk assessment, pathogenic mechanism and control strategy of environmental arsenic exposure; research on the basis and application transformation of the pathogenesis of iodine nutrition-related diseases; molecular mechanism and targeted intervention of cartilage injury in Kashin-Beck disease; precise prevention and treatment, preservation of biological samples and etiology study of Keshan disease. Combined with the scientific significance and national strategic needs of various field, the authors analyze its main study directions and core scientific issues.

The " 13th five-year Plan" period is a critical period for the modern hospital management system in China. The basic framework of the combination of the macro-external management system and the micro-internal management system has been preliminarily constructed, and new progress has been made in the new hospital operation mechanism that is guided by the needs of patients, high-quality development and guaranteed sustainable. In 2021, China has entered the " 14th five-year Plan" period, and the modern hospital management system will enter the comprehensive implementation stage. In view of the problems existing in the modern hospital management system at the macro, medium and micro levels, the authors put forward relevant approaches from three aspects: reforming the management system to promote the modernization of hospital governance system, creating a good policy environment to promote the scientific and standardized hospital management, and deepening the reform of internal management system to realize the modernization of governance ability.For example, according to the constitution of the hospital, the internal governance system should be established, the reform and innovation of personnel establishment should be promoted, the emergency management capacity of the hospital should be improved, the ability evaluation system of clinicians should be rebuilt, the discipline construction and talent construction should be strengthened, etc., which can provide reference for the implementation of the modern hospital management system during the " 14th five-year Plan" period
