RESUMO

Objective To analyze the impact of performance-based contract management mode purchased by government on the equity and efficiency of public health services in rural areas.Methods Randomized controlled method,agency investigation and questionnaire survey on public health services recipients were used.Results The utilization of residents health records management services,child health management services,health care management of patients with hypertension and type 2 diabetes in pilot counties was higher quality absolutely fair.Gini<0.2,CI≈0.The overall effectiveness,technical validity and effectiveness of scale of the townships in pilot counties were better than that in non-pilot county.Conclusion This management mode helps to improve the equity of public health services and service efficiency.

RESUMO

Diversas teorías actuales del desarrollo y el aprendizaje cognitivo plantean la problemática de las "restricciones" para hacer referencia a ciertos aspectos que limitan a la vez que posibilitan el proceso de adquisición de conocimiento. En este artículo se examina el problema del cambio conceptual de la noción de gobierno desde la perspectiva de las restricciones. El análisis se realiza tomando datos de una investigación cuyo objetivo es describir el cambio conceptual ocurrido en la noción previa de gobierno en alumnos de 6ª EGB, luego de una secuencia de enseñanza. Se trata de un estudio de caso multidisciplinar psicológico, psicosocial y didáctico, con un enfoque longitudinal y cualitativo. Se analizan dos tipos de restricciones: 1) las producidas por las representaciones sociales propias del dominio, que inciden en la constitución de teorías e hipótesis infantiles 2) las generadas por las condiciones psicosociales y didáctico contextuales a través del análisis de las particularidades que asumen las interacciones entre pares.


Diverse current theories of cognitive development and learning outline the problem of the "restrictions" to make reference to certain aspects that limit and facilitate the process of acquisition of knowledge at the same time. In this article the problem of the conceptual change of government's notion is examined from the restrictions perspective. The analysis is carried out taking data of an investigation whose aim is to describe the conceptual change happened in government's previous notion in students of 6th BGE, (basic general education), after a teaching sequence. It is a study of a multidisciplinar case, psychological, psychosocial and didactic, with a longitudinal and qualitative focus. Two types of restrictions are analyzed: 1) those produced by the characteristic social representations of the domain, that impact in the constitution of infantile hypothesis and theories. 2) those generated by the psychosocial and didactic contextual conditions through the analysis of the particularities that assume the interactions among peers.
