RESUMO
O gerenciamento inadequado de resíduos de serviços de saúde produzidos diariamente, aliado ao aumento significativo de sua produção, vem agravando os riscos à saúde e à população. Cada responsável por estabelecimento gerador destes resíduos deve implementar o Plano de Gerenciamento de Resíduos de Serviços de Saúde - PGRSS. Cabe às Secretarias da Saúde e do Meio Ambiente municipais a principal responsabilidade por orientar e monitorar a construção e a sustentação dos PGRSS. A proposta deste trabalho é a apresentação de um modelo que pode ser utilizado por Secretarias da Saúde e/ou do Meio Ambiente municipais para análise de PGRSS dos estabelecimentos de saúde dos municípios. A análise (incluindo gráficos com os percentuais de questões enquadradas em cada critério pré-estabelecido) é devolvida para que cada estabelecimento de saúde municipal possa proceder a ajustes. Esta análise favorece um retorno para os estabelecimentos de saúde municipais com orientações precisas para melhora da qualidade do plano. Permite ainda que a Secretaria da Saúde ou do Meio Ambiente obtenha parâmetros para o direcionamento das ações de capacitação para a elaboração do plano. O modelo permite um retorno rápido, facilita a avaliação dos PGRSS, é de fácil aplicação e auxilia seu constante aprimoramento.
The inadequate management of the waste the health services are producing day by day and the considerable increase in quantity of this waste are increasingly posing hazards to the health of the population. Thus, the managers in charge of establishments that originate this waste should adopt a Management Plan for Health Service Waste - MPHSW. The main responsibility of guiding and monitoring the construction and implementation of the waste management plan falls on the local health and environmental protection authorities. This paper presents a model for a questionnaire to be used by the local authorities for analyzing the MPHSW of the health services in their respective jurisdictions. The result of this analysis (including graphs and tables with the percentages of questions fitting into each criterion set in advance) will be returned to the health institution with precise instructions for improving the quality of the plan. The necessary software is easily available and allows adapting the questionnaire to the conditions and needs of each municipality. The model provides parameters enabling the involved authorities to direct their capacity-building actions, allows quick evaluation of the MPHSWs and is easily updated.

This summarizes the organization of the Health Department of Quezon City. It may not be elaborate or complicated as the health organization in other localities, foreign or domestic, but for the present time it serves the purpose for which it was created. It must be admitted that it has mnay shortcomings; perhaps it does not reach yet that standard expected in more advanced communities. However, we expect to improve in the near futureCriticisms, whether destructive or constructive, as well as pertinent suggestions for the improvement of health organization in Quezon City, are most welcome provided they come from unbiased, qualified, and reliable sources.(Concluding Remarks)
