Campo organizacional y cambio institucional en el Hospital Psiquiátrico del Valle entre 1956 y 1970 / Organizational and Institutional change in the Psychiatric Hospital of the Valle 1956-1970

La construcción de un Hospital Psiquiátrico moderno en el Departamento del Valle entre 1956 y 1961 supuso importantes transformaciones en el campo organizacional y en el sistema de creencias sobre la salud mental en la región del sur occidente colombiano. A nivel organizacional, la Junta Directiva del Asilo logró aglutinar esfuerzos de instituciones privadas y públicas en pro del mejoramiento de la atención de los enfermos mentales. Así mismo, con el apoyo del Departamento de Psiquiatría de la Universidad del Valle, cambió la praxis médica sobre la enfermedad mental e hizo del nuevo hospital, un espacio para la formación de especialistas en psiquiatría. En lo que respecta al sistema de creencias, las nuevas políticas implementadas por la OMS sobre la salud mental y el descubrimiento de nuevos tratamientos, operó cambios profundos en los modos de entender la enfermedad. Siguiendo una línea de investigación historiográfica que utilizó como fuente el archivo administrativo del Hospital, el presente trabajo describe el proceso de cambio institucional que se llevó a cabo en el Asilo, en su proceso de transición de Asilo a Hospital Psiquiátrico en Cali entre 1956 y 1960.

The construction of a modern Psychiatric Hospital in the Department of Valle led to significant transformations in the organizational field and the belief system about mental health in the region. At the organizational level, the Board of Directors of the Asylum managed to unite efforts of private and public institutions to improve the care of the mentally ill. Likewise, with the support of the Department of Psychiatry of the University of Valle, the medical practice on mental illness changed, and the new Hospital turned into a space for the training of specialists in psychiatry. Regarding the belief system, new policies implemented by WHO on the mental health and the discovery of new treatments for dementia brought about profound changes in the ways of understanding the disease. Following a line of historiographical research that used the Hospital's administrative file as a source, this work describes the process of institutional change that took place in the Asylum in its transition process from Asylum to Psychiatric Hospital in Cali between 1956 and 1960

A influência do Estado e do mercado na administração da cultura no Brasil entre 1920 e 2002 / The influence of the state and of the market in the management of the cultural field in Brazil between 1920 and 2002

Grande parte das discussões do setor cultural no Brasil apresenta, genericamente, dois focos principais. O primeiro diz respeito ao debate de quem seria o responsável pela cultura, se o Estado ou o mercado. Já o segundo, trata do desenvolvimento de uma indústria da cultura e suas consequentes preocupações estratégicas e mercadológicas. A partir de uma abordagem metodológica qualitativa, este artigo analisa as influências do Estado e do mercado nas transformações ocorridas no campo organizacional da cultura no Brasil no período entre 1920 e 2002. Os resultados obtidos permitiram verificar que quanto mais intensa for a presença do Estado no campo, maiores serão a complexidade e o grau de institucionalização dele. Já em relação ao mercado, quanto mais presente este se faz no campo, mais os atores parecem ter dificuldades em obter sua legitimação no ambiente. Dessa forma, nem a ação do Estado nem a ação do mercado foram suficientemente fortes para promover mudanças significativas na lógica que orienta a configuração organizacional do campo. As transformações nas configurações do campo organizacional da cultura acontecem somente quando a lógica determinada pela dinâmica histórico-social do ambiente do qual o campo faz parte se modifica.

Generally speaking, great part of the debate in the cultural sector in Brazil has two main focuses. The first one refers to who is responsible for structuring the field: the State or the market. The second deals with the development of a cultural industry as well as its strategic and marketing propositions. This article adopts a qualitative approach to analyze the influences of the State and of the market on the changes occurred in culture's organizational field between 1920 and 2002. The results show that the more intense is the presence the State in the field, higher is its complexity and its degree of institutionalization. On the other hand, the more the market is present in the field, the more social actors have difficulty in legitimating themselves. Nevertheless, neither the State nor the market are enough to promote significant changes in the logic that guides the configuration of the cultural field in Brazil, which depends on the dynamics of social-historical elements.

O campo da energia elétrica no Brasil de 1880 a 2002 / The electricity sector in Brazil from 1880 through 2002

Como a energia elétrica é um bem essencial em nossa sociedade, este artigo analisa a evolução da formação e estruturação do setor elétrico brasileiro, desde o surgimento da energia elétrica no Brasil, em 1880, até o final de 2002. A análise se faz a partir da descrição histórica linear, com cortes em fatos determinantes que são detalhados e analisados, mostrando-se os principais atores sociais, seus interesses e influência, na data desses cortes. Foi utilizada a metodologia qualitativa e o referencial da teoria institucional, com base na configuração do campo organizacional, além da análise de documentos e de entrevistas em profundidade, realizadas com dirigentes do setor que participaram dessa história. Finalmente, o artigo mostra como o ambiente externo é o principal elemento que influencia a trajetória do setor elétrico, nomeadamente quanto ao investimento ou não de recursos financeiros.

Considering that electricity is essential to modern society, this article analyzes the formation and organization of the Brazilian electricity sector, from its beginning in this country until the end of 2002. The study is based on a linear description of historical facts, with emphasis on crucial events, which were detailed and analyzed, showing the main social players, their interest and influences in these events. It used qualitative methodology and references by the institutional theory, based on the configuration of the organizational field. It also analyzed documents and carried out semi-structured in-depth interviews with directors who took part of the sector's history. Finally, it shows how the external environment is the main influence on the sector's development, especially on the decision to invest or not in it.
