RESUMO

Objective:To explore the collaborative innovation development mechanism of hospitals and research institutes, fully integrate the institute personnel with hospitals, and conduct classified management and performance appraisal, promoting the integrated development of hospitals and research institutes.Methods:The idea of personnel classification, the establishment of an integrated research team, and technical team groupings and service directions were determined through key informant interviews, research ability and technical strength surveys, and other research methods; The performance appraisal scheme of research teams were established by using literature analysis and optimization and Delphi expert investigation; The platform team assessment programs were established by qualitative research methods.Results:Built a position setting framework for research institutes, formed hospital-institute integrated research teams around the hospital's clinical advantageous disciplines with researchers and clinical staff, set up platform teams based on existing equipment and technicians′ specialties, established a performance appraisal scheme for research teams based on Science and Technology Evaluation Metrics(STEM), determined a full-dimensional comprehensive performance evaluation scheme for the technology platforms based on service volume and quality.Conclusions:This study formulated a set of position setting and performance evaluation schemes that fit with the current situation of municipal research institutes, and explored a new scientific research cooperation mechanism of resource sharing, team co-construction, and technology sharing, which can provide a certain reference value for the reform of other medical research institutes.

Objective To investigate the current situation of radiological health technical service institutions and their technical services in China, and to provide a basis for better utilizing radiological health technical service resources and strengthening institutions’ capability building. Methods From October to December 2021, we conducted quality monitoring, ability comparison, capability building surveys, and other investigations on radiation health technical services to collect information on the qualifications and technical services of radiation health service institutions. The data were pooled and analyzed using SPSS software. Results By the end of 2021, there were 608 radiological health technical service institutions across China, with 47.0% of them located in the eastern region, and the percentage of institutions in the health system (42.6%) was less than that in the non-health system (57.4%). Institutions of grade A offered 62.3% of technical services, while institutions of grade B provided 37.7% of technical services; technical services provided by the non-health system and the health system accounted for 84.2% and 15.8%, respectively; institutions in the health system at the province, prefecture, and county levels offered 37.1%, 50.6%, and 12.3% of technical services, respectively. Conclusion In recent years, the proportion of institutions in the non-health system has increased significantly, but the proportion of institutions in the health system with radiological health qualifications is small, and the development is uneven in the numbers of institutions, technical services, and professional and technical personnel in the eastern, central, and western regions and at the province, prefecture, and county levels in China. It is necessary to further encourage and support health system institutions in strengthening capability building and applying for radiological health qualifications, and to increase construction and investment in the western region and at the district/county levels, in order to improve the overall capability and level of radiological health technical services in the country.

@#Objective To analyze the physical agent detection ability of occupational health technical service institutions in Methods Guangdong Province. A total of 92 institutions in Guangdong Province that participated in the inter laboratory comparison of physical agents organized in 2020 were taken as the research subjects using purposive sampling method. @#<b>Objective</b> To understand the basic information on radiological health technical service institutions in Shaanxi Province, China and analyze the main problems, and to strengthen the capacity building of radiological health technical service institutions in Shaanxi Province. <b>Methods</b> The radiological health technical service institutions registered in Shaanxi Province were investigated and analyzed by means of a questionnaire and literature review. <b>Results</b> There were 20 radiological health technical service institutions in Shaanxi Province, including 7 state-owned ones and 13 privately owned ones; of all the institutions, there were 3 disease control institutions, and 15 institutions obtaining the qualification of radiation protection evaluation, radiation health protection testing, and individual dose monitoring at the same time. The total number of radiation workers in the institution was 237, including 48.5% aged less than 35, 68.8% with bachelor degree or above, 54.4% with intermediate professional title or above, 26.5% with a major related to radiation protection, and 79.3% with national and provincial training. The institutions were equipped with 309 testing instruments, of which the radiation diagnostic performance testing equipment accounted for the largest proportion (52.4%). <b>Conclusion</b> The service scope and capacity of radiological health technical service institutions in Shaanxi Province can meet the current needs of the province, but the institutions need to be improved in terms of personnel, equipment, and service quality. The quality control of institutions needs to be strengthened to standardize the service behavior in the whole province.

Objective:To determine the change in the number of family planning technical services in Pudong New Area of Shanghai from 2011 through 2018, and provide scientific evidence for improving reproductive health care for women of childbearing age. Methods:Trend analysis was performed according to the data of family planning technical service and obstetric service records by all medical and health care facilities in Pudong New Area from 2011 through 2018. Results:Top four family planning operations were vacuum aspiration, intrauterine device (IUD) removal, IUD insertion and medical abortion. The average annual number of family planning operations was 77 320, which declined over years with an average reduction rate of 3.32%. The average reduction rate of contraceptive and induced abortion was 5.87% and 1.6%, respectively. The reduction rate of IUD insertion was higher than that of IUD removal. Vacuum aspiration was the leading method of induced abortion, accounting for 77.9%, in which 79.27% was performed with intravenous anesthesia. Among the women receiving induced abortion, majority of them were married and non-local residents. The ratio of induced abortion to the live birth decreased over years from 2011 through 2018. Conclusion:Number of family planning technical services in Pudong New Area of Shanghai decreases from 2011 through 2018. Vacuum aspiration and IUD removal are the main operations in family planning surgery. With the decrease of long-term medically controlled contraceptive and birth control measures, it is necessary to strengthen the correct and effective use of self-controlled contraceptive measures for women of childbearing age, especially for those non-local married women, so as to reduce unwanted pregnancies and repeated induced abortions.

Objective In order to improve the personal dose monitoring ability of radiation health technical institutions, and standardize the detection methods and procedures. Methods Develop adetailed assessment plan according to GBZ 207—2016 “Testing criteria of personnel dosimetry performance for external exposure”, organize a national assessment of personal dose monitoring capabilities in 2020, analyze the problems arising from the assessment, and strengthen supervision and training in the future. Results A total of 457 institutions participated in this assessment, of which 421 were qualified (including 74 excellent institutions, with an excellent rate of 16.2%), and 36 were unqualified, accounting for 92.1% and 7.9% respectively. Conclusion The number of institutions that participated in the assessment this year reaches a record high, with a passing rate 4.08% higher than that in 2019. The overall monitoring capacity of the country has been greatly improved. However, some institutions still have problems such as irregular symbol writing, unupdated detection standards, and large deviations in testing data. It is necessary to improve the ability of loboratory detection and data analysis, standardize the operation process, and ensure the quality of assessment.

Objective To further strengthen the management of radiological health technical service institutions, standardize their technical service behaviors, and explore the supervision countermeasures for radiological health and technical service institutions. Methods The radiological health technical service institutions status questionnaires s were designed to survey the basic situation, professionals and technical personnel, the equipment configuration, testing items and workload of service institutions. Results By the end of 2019, there were 23 radiological health technical service institutions in Hebei province, including 8 disease control and occupational prevention institutions (accounting for 34.8%) and 15 third-party institutions (accounting for 65.2%); The distribution of regional agencies were unbalanced; There were 223 professional and technical personnel, of which 29.6% were senior technical professionals, 29.6% were intermediate technical professionals and 40.8% were other professionals.58.8% had a bachelor's degree or above, and 41.2% had a college degree or below; The majors of professionals were relatively scattered, with only 6.44% of radiological health, 5.15% of physics-related majors, and 51.07% of medical-related majors. Other majors involve chemical pharmacy, environmental engineering, public relations planning, food, English, accounting and other majors.The professional technical responsible person had no part-time job;. The institution were totally equipped with 308 sets of radiation protection detectors and 172 sets of phantoms, basically in line with the configuration requirements; All quality control system documents such as quality management manuals, procedural documents, operating procedures, and work instructions have been established; All test items applied by laboratory measurement certification have passed;Conclusion The CDC institutions were gradually shrinking, the private institutions were gradually increasing and the nature of the institutions was gradually diversified.The allocation of regional resources was unbalanced.It is suggestedto strengthen the training on the theoretical basis and professional skills of professionals in testing and evaluation. Increasing on-site practical training is a more important and effective way.It is recommended to strengthen the training of basic-level health administrative departments and supervisory agencies and improvethe sense of responsibility of supervisors.

In this paper, the notice of "Opinions of the State Administration for Market Regulation on further promoting the reform of qualification accreditation of inspection and testing institutions" (No. 206 [2019] which issued on October 25, 2019 has aroused our reflection to concern the development trend of qualification accreditation of radiological health technical service institutions. In order to adapt to the changes under the new situation and avoid the risks of technical review that may be faced in the qualification accreditation of radiation health technical service institutions in the future and to discussed the ways that radiological health technical service institutions can be used to confirm the testing ability in the qualification certification process.

OBJECTIVE: To analyze the influence of noise measuring skills by continuous inter-laboratory comparison among occupational hygiene technical service organizations. METHODS: The results of 68, 55 and 50 occupational hygiene technical service organizations(reference organizations) participating in the inter-laboratory comparison of workplace noise measurement in 2014, 2017 and 2018 respectively were collected. The measurement operation and the calculation of equivalent sound level were evaluated according to the GBZ/T 189.8-2007 Measurement of Physical Agents in Workplace--Part 8: Noise.The measured results were analyzed by z score evaluation method. RESULTS: The results of noise measurement field operation of the reference organizations in the year 2014, 2017 and 2018 show that the accuracy rates of instrument setting was 89.7%, 98.2% and 100.0%, the accuracy rates of measuring position were 52.9%, 81.8% and 94.0%, the accuracy rates of sound level meter holding were 54.4%, 80.0% and 92.0%, the accuracy rates of microphone pointing were 98.5%, 98.2% and 94.0%, and the accuracy rates of noise type recognition were 83.8%, 92.7% and 84.0%, respectively. Among them, the accuracy of instrument setting, measurement position and sound level meter holding showed an increasing trend year by year(P<0.01). The pass rates of measurement results were 91.2%, 94.5% and 88.0% in 2014, 2017 and 2018 respectively. The pass rates of equivalent sound level calculation were 73.5%, 92.7% and 88.0%. The pass rates of comprehensive evaluation were 70.6%, 89.1% and 80.0% respectively. Among them, the pass rates of equivalent sound level calculation and comprehensive evaluation in 2017 were higher than that in 2014(P<0.017). There was no significant difference in the three-year comprehensive assessment total pass rate between private organizations and non-private organizations(84.0 % vs 75.5%, P>0.05). There was no significant difference in the total pass rate of three-year comprehensive evaluation between non-Pearl-River-Delta organizations and Pearl-River-Delta organizations(70.3% vs 81.6%, P>0.05). CONCLUSION: Continuous inter-laboratory comparison in occupational hygiene technical service organizations is beneficial to improve on-site noise measure capability.

OBJECTIVE: To evaluate the interlaboratory comparison results of noise measuring instruments in the occupational hygiene technical service institutions. METHODS: The basic performance data, multi-frequency acoustic calibration measurement results and simulated workplace noise at fixed points of 60 noise measuring instruments were collected. The instruments were from 60 occupational health technical service institutions who participate in the inter-laboratory comparison study in noise measuring instruments. The results of the measurements were analyzed using quartile robust statistical technology and z score evaluation method.RESULTS: All 60 participating comparison noise measuring instruments were examined or calibrated, and 58 instruments(96.7%) were used within the term of validity of examination or calibration. The 58 instruments were tested by multi-frequency noise calibration measurement. The comparative passing rate of the instrument accuracy was 94.8%(55/58); and the linearity test passing rate was 87.9%(51/58). There were 59 instruments participated in the simulated workplace noise at fixed points. The z-score pass rate of the two comparison measurement points was 89.8%(53/58). A total of 57 enterprises participated all the instrument performance comparison tests, with a pass rate of 94.7%(54/57). CONCLUSION: Performance of noise measuring instruments from the occupational hygiene technical service institutions is generally good. However, there are a small number of instruments have poor accuracy and linearity, and there are measurement bias that require improvement.
