The Lagos state COVID-19 think-tank, a potential framework for decision-making in a pandemic Era

Lagos state remains the epicenter of COVID­19 infection in Nigeria. To facilitate the emergency preparedness and response to COVID­19, the State Governor and Incident Commander constituted a Think Tank comprising 13 experts from various disciplines committed to the health of the public. The Think Tank assisted the government with decision­making strategies and supported the emergency operation centre (EOC) for the COVID­19 response. Their main achievements were developing frameworks for decision­making and strategies for phased easing of the State­wide lockdown. The challenges encountered were that it was often viewed as a parallel structure to the EOC and separated from the traditional civil service structure; causing some reluctance to implement ideas generated by the Think Tank. Nevertheless, the Think Tank played an important role during the COVID­19 pandemic; the lessons learned might help other states and resource­limited countries wishing to adopt this approach to emergency response.

Purpose/Significance To explore a new mode of hospital library services based on think tank services.Method/Process The digital library platform is constructed to provide rich medical information resources.The study on clinical physician user portrait is carried out to provide personalized and accurate information services.Information analysis and research are focused to provide decision-making basis for scientific research and management.The think tank services are applied to the practice of hospital library,and the im-plementation effect is collected and analyzed.Result/Conclusion After the implementation of the hospital library think tank service mode,the research and analysis skills and comprehensive quality of the librarians have been significantly improved,and the recognition degree of the library think tank services has been continuously improved by the readers,which provides strong support for the improve-ment of the core competitiveness of the hospital and promotes the sound development of the hospital library.

After the advantages and processes of medical library in development of think tank were described with the practice of Capital Medical University Library as an example,the role of academic medical libraries in providing reference for decision-making for subject construction in colleges and universities was studied on the basis of subject bibliometric evaluation and keeping abreast of subject frontiers in their think tank development-oriented subject service.

The development direction for health think-tank was pro-posed, that is combining topic selection guidance with achievement assessment, combining talent training with elim-ination mechanism through selection and competition, and combining health think-tank service with social function.

The information-knowledge-intelligence transformation rules were introduced as the theory for the transformation of information service main body for evidence-based medicine according to the analysis of domestic and foreign institutional main body and personal main body for the information service of evidence-based medicine.It was proposed that medical library as the institutional main body should be transformed into information repository + thinking library and clinical medical librarians as the personal main body should be transformed into evidence witness + decision making adviser with associated literacy.
