The reform of medical insurance payment method,as an important measure in the health system re-form,should handle with the connection with the comprehensive management policies of medical services,such as medical services price adjustment,public hospitals salary performance reform,cost accounting optimization,health information construction and medical service quality supervision,etc.so as to give full play to the synergy and form the joint force of policies,so as to give full play to the role of the reform of payment mechanism.

Research on Medical Service Price Dynamic Adjustment Strategy in the View of Tripartite / 中国卫生经济

There ass an urgent call for the dynamic medical service price-adjustment mechanism with the fully launched Zero Markup policy,however it was lacking of one unified coordination mechanism between departments.It analyzed the responsibilities and challenges of four departments(Health,Pricing,Health Insurance and Finance Department).Also,one theoretical model has been established for analyzing the impacts on the four departments by the scope of pricing-adjustment.By witnessed the evidences on the price-adjustment,it highly recommended that the strategy for price-adjustment should go with high frequency but in a minor change.Meanwhile,it also proposed that to build one well-coordinated mechanism,introduce third parties to involve,and establish one simulation system for price-adjustment to push forward the progress of dynamic price-adjustment mechanism.

Theoretical Analysis and Frame Construction of Coordination Mechanism of Interests of Cooperation between Medical Institutions and Pension Institutions / 中国卫生经济

With the arrival of population aging,how to properly solve the problem of old-age security,especially ensuring the quality of life for disabled and dementia elderly people,had become a widespread concern of the government and society.Promoting the cooperation between medical institutions and pension institutions so as to fully utilize the separated social medical resources was an effective measure to solve the pension problem in China.The core issue of promoting cooperation between the two sides was to coordinate the distribution of benefits among each other and establish a reasonable interest coordination mechanism.Based on the theory and method of cooperative gaming,it analyzed the game relationship between medical institutions and pension institutions from the perspective of cost-benefit,constructed a game model,and revealed the changes of cooperation strategies between medical institutions and pension institutions under different cost-benefit cases.Based on the shapley value method,a reasonable profit distribution mechanism was designed to maintain the stability of the cooperation so as to provide references for the practice of the pension service system and the similar research in the discipline.
