The traditional regulation mode on medical devices has invalid and negative effect problems. In order to more effectively ensure safety and efficacy of medical devices, promote healthy industrial development, this paper puts forward the innovative concept of smart regulation on the basis of problem orientation. Compared with traditional regulatory mode, smart regulation focus on effectiveness, and pays attention to relationship between effective regulation with self-discipline and industrial development, has characteristics of improving pertinence, effectiveness, accuracy, speed and efficiency of regulation. This paper further elaborates implementation approaches and attentions of smart regulation, by the ways of strengthening credit management, intelligent regulation, professional regulation, promoting self-discipline and encouraging innovation.

Clinical research initiated by researchers is one of the important means to promote new understanding of drugs and treatment methods.At this stage,the clinical researches initiated by the researchers frequently appear all kinds of irregularities.In order to solve out this problem,the paper points out suggestions about strengtheningself-discipline of researchers,self-regulation of conscience,and self-responsibility of carefulness.Meanwhile,it is also important to abide by the relevant ethical codes and consciously accept the third party supervision of IRB.Joint efforts should be made to protect safety and rights of human subjects.

The operating room is the main place of surgery,but there exist many ethical problems when developing quality nursing service in operating rooms.These problems mainly related to the imperfect preoperative and postoperative visit systems,the lack of effective communication and protection of patients privacy during the operations,and the lack of self-discipline spirit.To solve these problems,we should improve the preoperative and postoperative visit system,strengthen the psychological counseling for patients,cultivate the nurses' self-discipline spirit,respect and protect the privacy of patients,so as to improve the quality of nursing service in the operation rooms,and better service for patients.

This article elaborated the importance of strengthening the Chinese herbal pieces industry management from aspects such as the strengthening of process management, production and marketing integration of herbal pieces, self-discipline of Chinese herbal pieces industry, high price for high quality, scientific research management and construction of laws and regulations. It explored key issues of Chinese herbal pieces from aspects such as industry management, stabilization of herbal pieces quality and clinical efficacy guarantee. It suggested that the industry management of Chinese herbal pieces should be strengthened with stable quality to ensure the clinical efficacy.

Social Factors Analysis of the Absence of Professional Ethics among Accountants / 中国医学伦理学

As the repeated emergence of accounting communication distortion and criminal behaviors among accounts,the absence of accounts′ professional ethics is drawing increasing attention from the general public.The professional ethics absence is partially related to the imperfect self-discipline of accountants.However,self-discipline by its own can never solve the absence of accounts′ professional ethics to some extent.Certain social factors are also responsible,which are analyzed in this thesis,aiming to provide a welcoming external environment for the improvement of professional ethics among accountants.

Taiwan's medical system and the privacy right in the patient physician relationship / 中国医学伦理学

In the Health-Care system,the right of privacy is an important part for protecting benefits and the trust between doctors and patients.Most of the discussion about privacy in Taiwan is modeled after the West.They assume that every individual is exiting like an atom,and separate the individual from the community.In our society and culture,we look at the individual with a totally different attitude.This paper tries to introduce the western privacy theory and extends its meaning when applying into the relationship between doctors and patients.It analyses the problem of privacy in terms of the participation and status of family members in the signing of the surgical consent form and patient physician relationship and tries to make a comparative studies of the reasonableness feasibility of the exclusion of the participation of the family in the West.
