RESUMO

In the context of the prevention and control for coronavirus disease (COVID), public health emergency governance has been incorporated into an important part of the national governance system, and the "combination of peacetime and wartime" has become an important principle of public health emergency governance. Based on the experience of public health emergency management in large cities and the theory of collaborative governance, this study analyzed the problems and obstacles of general hospitals in coping with emerging respiratory infectious diseases. It is proposed to select general hospitals above tertiary level in the region to build peacetime and wartime combined emergency hospital, establish standardized conversion procedures and strengthen the construction of key elements of integrated emergency hospitals, so as to provide new ideas for the construction of emergency medical system "combination of peacetime and wartime" mechanism and improve the "combination of civilian and combat" public health emergency governance system.

RESUMO

At present, public health education in colleges and universities has many problems, such as insufficient education and practice for infectious diseases, serious shortage of public health talents, insufficient interdisciplinary integration of public health disciplines, lack of a holistic view of public health, and insufficient flexibility and autonomy of curriculum design in colleges and universities. These problems were closely related to the cultivation of practical ability of public health talents in colleges and universities. The new era puts forward high requirements for the construction of high-level schools of public health and the training of high-level public health talents, presenting both opportunities and challenges. The School of Public Health, Sun Yat-sen University proposed the idea of "combined peacetime and wartime training" to cultivate high-level public health talents who can solve practical problems, and jointly established a demonstration base for high-level public health talents training with Guangzhou Center for Disease Control and Prevention (CDC). The core content is “one class, one team, one hospital and one center”. The experimental class of "medical, prevention and management" talents, the Sun Yat-sen University-Guangzhou Volunteer Service Team for Epidemiological Investigation, the Graduate School of Guangzhou CDC, and the Joint Research Center of for Disease Surveillance and Early Warning and Risk Assessment of Sun Yat-sen University-Guangzhou CDC has been established. Virtual simulation experiments and simulation exercises have been conducted. It is an innovated training for high-level public health talents. The linkage between universities and CDCs to promote the development of public health disciplines can provide reference for public health personnel training in universities to cultivate high-level public health talents with the ability to solve practical problems.

RESUMO

Under the condition of normalized epidemic prevention and control, the hospital should optimize the pre-operation management process of day surgery according to the requirements of epidemic prevention and control and the needs of patients. The authors analyzed the problems existing in the pre operation management process of daytime operation in the past, and constructed the pre-operation management process of daytime operation from two aspects of wartime early warning management and peacetime process optimization. After the process optimization, the 24-hour discharge rate of patients with day surgery was improved, the non-surgery discharge rate and the rate of missed appointment were reduced. While strengthening the prevention and control of the epidemic, the process could promote the continuous improvement of the quality of day surgery management.

With the widespread adoption of advanced tourniquets, the mortality rate of limb wound hemorrhage has decreased significantly, and non-compressible torso hemorrhage has gradually occupied the leading position of potentially preventable death, both in military and civilian circumstances. With the emergence of novel hemostatic devices and materials, strategies for the management of non-compressible torso hemorrhage have changed significantly. This review summarizes the current treatment strategies and types of equipment for non-compressible torso hemorrhage and suggests future research directions, hoping to provide a comprehensive review for the medical personnel and researchers engaging in this field.

Objective To develop a new kind of transfusion device,which is unnecessary to hang high the infusion bottle.It can be carried anywhere,for the pressure still exists after finishing transfusion,so the blood will not flow back.Methods The pressure gadget was put at the bottom of the PP polyester empty bottle,making PE compound hoisted bags packed with 100,250 or 500 cc medical liquid be under pressure respectively,and then coupled with the regulation at will by controlling butterfly nut along with the transfusion pipe,fulfilling the transfusion process according to the indicated dosage for the patient.Results This device can realize the transfusion of medical liquid according to the definite quantity by lower position.Its structure is simple,feasible in application and the price is not expensive as an ideal medical transfusion de-vice.Conclusion This lower position transfusion device can emboby a good superiority in practice,especially in outdoor first-aid,and at the occasion of earthquake or in aeroplane,train or ship to make infusion of liquid for first aid,not limited or impacted by any emergent cases,making the first aid applying in the first time available.

The objective of this paper is to build a real-time and highly efficient platform for medical information in wartime.The different characteristics of the wartime medical information are analyzed.Based on the hospital information system,and centering on rescue timeliness,continuity,and quality as well as the coordination of medical service command,a wartime medical information platform is designed,which is significant to the medical work in wartime.

RESUMO

Objective To provide information support for military medical service drilling with actual arms in field medical clinic. Methods The local netwok was built based on Intranet mode for military medical service. A distributed wartime military medical service information system was developed. The long-range consultation was carried through a consultation vehicle. The field medical clinic information system was integrated with No.1 Military Medical Project. Results The system has been used in drilling with actual arms of field medical clinic for three years. Conclusion The result shows that the system can satisfy the need of information management of field medical clinic and enhanced the efficiency of management greatly.

After the introduction of origin and significance of field medical card,this paper mainly analyses the field medical card in such aspects as preferable user,information demand,function demand and structure demand.Moreover,this paper briefly introduces the technologies of two-dimensional barcode,magnetic card,IC card,optical card,radiofrequency identification and blue tooth.The radiofrequency identification technology is feasible.
