O planejamento como ferramenta para a reorganização da atenção pré-natal / Planning as a tool for reorganizing prenatal care

RESUMO

A organização da atenção pré-natal reflete nos indicadores de saúde relacionados à morbi-mortalidade materna e infantil. Com o objetivo geral de desenvolver uma proposta de planejamento participativo para a reorganização da atenção pré-natal junto aos gestores do município de Colombo - PR e objetivo específico de analisar o processo de elaboração deste plano, discutindo-o junto ao referencial teórico de planejamento, elencando potencialidades e fragilidades a serem consideradas na atenção pré-natal, esse estudo do tipo pesquisa-ação, com abordagem qualitativa, foi realizado no município de Colombo, região metropolitana de Curitiba. Para atingir os objetivos do estudo, foram realizadas três fases de coleta de dados pesquisa documental e bibliográfica; oficinas com enfermeiros coordenadores de Unidades de Saúde e seminários com gestores do nível central da Secretaria Municipal de Saúde. Desses encontros, emergiram temas relacionados à estrutura do pré-natal no município que foram considerados relevantes, e são discutidos em cotejamento com a literatura. Durante os seminários, foi elaborada uma proposta de planejamento participativo baseada na técnica de Quadro Lógico, que servirá para orientar a reorganização do programa no município, com vistas a ampliar e qualificar a cobertura do pré-natal, e atingir melhores indicadores de saúde.

ABSTRACT

The organization of prenatal care attention reflects on the health indicators related to the morbidity-mortality of mothers and children. With a general goal of developing a proposal of participative planning to the reorganization of prenatal care together with the managers of the City of Colombo, and specific goals to analyze the elaboration of this proposal of reorganization of prenatal care, discussing about it with theoretical frame of reference, listing the potentialities and fragilities to be considered on prenatal care, this study, which is a research-action kind, with qualitative, also in Colombo, near to Curitiba. To reach the study goals, there were realized three phases of data collection documental and bibliographic research, workshops with nurses, managers of Health Centers and Seminars with the central managers of the Municipality Health Nucleus. From these reunions emerged themes related to the structure of prenatal care at the city which were considered relevant and these themes still being discussed together with literature. During Seminars. There were been elaborated a proposal involving participative planning based on the Logical Chart technique, that will be useful to guide the reorganization of the city program, with the aim to widen and to qualify the coverage of prenatal care and to reach better health indicatives.
