PELC-Bagé: caminhos de uma experiência pioneira (2004-2008) / PELC Bagé: paths of a pioneering experience (2004-2008)

RESUMO

O objetivo desse artigo foi analisar o processo de implementação do Programa Esporte e Lazer da Cidade (PELC) em Bagé (RS), um dos dez municípios brasileiros nos quais foi desenvolvido o projeto-piloto do Programa. Para tanto, analisamos os processos de escolha da cidade e da implantação do PELC, e seus impactos na gestão pública do esporte e do lazer na cidade, considerando seus quatro anos iniciais (2004 a 2008). O texto se fundamenta na perspectiva teórico-metodológica da História Oral, tendo como fontes entrevistas e documentos. A partir das análises feitas, é possível perceber o protagonismo do PELC-Bagé em relação a inovações no campo do esporte e do lazer, obtendo inclusive reconhecimento desse mérito pelo Ministério do Esporte. A efetivação do projeto na cidade fez com o que o lazer tomasse conta da cidade assim como o município gaúcho tomou conta do lazer valorizando-o como ferramenta de inclusão social.

ABSTRACT

The aim of this paper was to analyze the implementation process of the Programa Esporte e Lazer da Cidade (PELC) in Bagé (RS), one of the ten Brazilian municipalities in which the pilot project of the Program was developed. To this end, we analyze the processes of choosing the city and the implementation of PELC, and their impacts on the public management of sport and leisure in the city, considering its initial four years (2004 to 2008). The text is based on the theorical-methodological perspective of Oral History, having as sources interviews and documents. From the analyzes made, it is possible to see the role of PELC-Bagé in innovating in the field of sport and leisure, obtaining even recognition of this merit by the Ministry of Sport. The implementation of the project in the city meant that leisure took over the city, just as the municipality of Rio Grande do Sul took over leisure, valuing it as a tool for social inclusion.
