RESUMEN
Durante la pandemia de COVID-19, los sistemas de salud se enfrentan a la dificultad de brindar acceso, cobertura y respuesta oportuna a las necesidades de la población en el primer nivel de atención y, en particular, en las zonas rurales, remotas o desatendidas y las zonas fronterizas donde existe un número elevado de casos de COVID-19. El objetivo de este documento es presentar las consideraciones necesarias sobre la capacidad resolutiva de los servicios del primer nivel de atención para que cada paciente, con confirmación o con sospecha de COVID-19, reciba la atención adecuada en el nivel comunitario. Está dirigido a tomadores de decisión de los ministerios y secretarías de salud, directores de redes de servicios de salud, directores de instalaciones, equipos y personal de salud en el primer nivel de atención.
ABSTRACT
During the COVID-19 pandemic, health systems have been facing the difficulty of providing timely access and coverage and meeting the needs of the population at the first level of care (FLC), particularly in rural, remote, and neglected areas and border zones where there is a high number of COVID-19 cases. The objective of this document is to present the necessary considerations regarding the response capacity of FLC services so that each patient with a confirmed or suspected case of COVID-19 receives appropriate care at the community level. It is intended for ministry of health decision-makers, directors of health service networks, health care facility managers, and health teams and workers in the first level of care.
