Necessidades de saúde: uma análise temporal sobre as representações sociais do conceito / Health needs: a temporal analysis of the social representations of the concept

RESUMO

Resumo Trata-se de pesquisa qualitativa, de caráter exploratório e que teve como objetivo analisar e comparar temporalmente as representações sociais das necessidades de saúde expressas pela sociedade civil organizada e coletadas em diversos contextos dentro do mesmo território. A amostra foi constituída por 26 representantes das associações de moradores ou outras organizações não-governamentais com atuação no município estudado. A taxonomia das necessidades de saúde foi utilizada como instrumento de leitura das necessidades de saúde; a teoria das representações sociais, como forma de captação destas; e a análise de conteúdo como instrumento de análise e comparação. A análise temporal permitiu avaliar as transformações e/ou permanência das necessidades tanto na sua relação com as políticas públicas institucionalizadas no período estudado quanto com os novos/velhos atores presentes nessa configuração. Os impactos no sistema de saúde e a necessidade de se pensar novas formas de organizar as dinâmicas institucionais do SUS também foram evidenciados. Conclui-se que diagnósticos interdisciplinares e participativos, bem como práticas de atenção integral à saúde, continuam essenciais, considerando-se a persistência de relações assimétricas entre diferentes grupos sociais sobre o processo de propor e sustentar suas representações.

ABSTRACT

Abstract This is a qualitative, exploratory research that aimed to analyse and compare in time the social representations of health needs expressed by organised civil society and collected in different contexts within the same territory. The sample consisted of 26 representatives of residents' associations or other non-governmental organisations operating in the studied municipality. The taxonomy of health needs was used as an instrument for reading the health needs; the theory of social representations, as a way of capturing them; and the content analysis as an analysis and comparison tool. The temporal analysis allowed us to assess the transformations and/or permanence of needs both in their relationship with institutionalised public policies in the period studied and with the new/old actors present in this configuration. The impacts on the health system and the need to think of new ways to organise the institutional dynamics of the SUS were also highlighted. It is concluded that interdisciplinary and participatory diagnoses, as well as comprehensive health care practices, remain essential considering the persistence of asymmetric relationships between different social groups on the process of proposing and sustaining their representations.
