El Programa Nacional de Trasplante de componentes anatómicos de Panamá, un ejemplo del sistema integrado de salud: MINSA-Caja de Seguro Social

RESUMEN

El primer trasplante de riñón fue efectuado en 1990 a un paciente asegurado con donante vivo.  En el año 2006, el Ministerio de Salud y la Caja de Seguro Social firman el Convenio DAL 002-2006 para extender la prestación de servicios de salud destinados a los programas de trasplante renal, células hematopoyéticas, hígado y corazón para donantes y receptores asegurados y no asegurados. Este Convenio estableció el Programa de trasplante como un proceso ordenado de actividades que benefició a todos los panameños que esperaban un trasplante de donante vivo o fallecido y dio inicio al innovador y exitoso   Sistema Integrado de Salud en Trasplante. Previo  a este convenio se había creado el Comité Nacional de Trasplante como colegio multidisciplinario que incluyó a representantes de todos los profesionales médicos, técnicos y enfermeras , necesarios para  evaluar los protocolos clínicos e inmunológicos  pre trasplante de receptor y donante según el tipo de trasplante  y autorizar el trasplante,  y la Organización Panameña de Trasplante (OPT) como organismo técnico operativo que siguiendo los principios de cooperación, eficiencia, equidad , calidad y  solidaridad,   con la finalidad  de trabajar con el  Sistema de Salud panameño a fin de coordinar las actividades de promoción, donación, extracción, preservación, distribución e intercambio y trasplante de componentes anatómicos. ABSTRACT

The first kidney transplant was performed in 1990 to an insured patient with a living donor. In 2006, the Ministry of Health and the Social Security Fund signed Agreement DAL 002-2006 to extend the provision of health services for renal, hematopoietic cell, liver and heart transplant programs for insured and uninsured donors and recipients.This Agreement established the Transplant Program as an orderly process of activities that benefited all Panamanians waiting for a living or deceased donor transplant and initiated the innovative and successful Integrated Health Transplant System.Prior to this agreement, the National Transplant Committee had been created as a multidisciplinary college that included representatives of all medical professionals, technicians and nurses, necessary to evaluate the pre-transplant clinical and immunological protocols of the recipient and donor according to the type of transplant and to authorize the transplant, and the Panamanian Transplant Organization (OPT) as an operative technical organism that following the principles of cooperation, efficiency, equity, quality and solidarity, with the purpose of working with the Panamanian Health System in order to coordinate the activities of promotion, donation, extraction, preservation, distribution and exchange and transplantation of anatomical components.
