A violência doméstica contra crianças e adolescentes no município de Curitiba / Domestic violence against children and adolescents in Curitiba

RESUMO

Nos últimos tempos vem ocorrendo, no Brasil, um aumento importante dos fenômenos violentos. O impacto da violência sobre as crianças e os adolescentes evidencia a vulnerabilidade da infância e da adolescência. Este trabalho teve como objetivo traçar o perfil da violência doméstica contra crianças e adolescentes no Município de Curitiba, a partir das notificações de maus-tratos emitidas entre 2003 e 2004 pela Rede de Proteção de Curitiba, tendo como pano de fundo o quadro de morbimortalidade por causas externas que acomete esta população. Excluindo o SOS-Criança, os serviços de saúde representaram os principais notificadores, seguido das escolas municipais. A negligência foi o abuso mais notificado, sendo praticada predominantemente pela mãe, seguida da violência física. A violência sexual, terceira em ordem de freqüência, acometeu principalmente o sexo feminino, tendo o padrasto como o principal agressor, seguido do pai. O abandono foi a violência menos notificada, sendo as crianças menores de um ano as principais vítimas. Esta análise possibilitou conhecer o padrão de ocorrência dos maus-tratos na infância e adolescência no Município, suprindo a deficiência dos sistemas oficiais de morbimortalidade; trouxe subsídios para o aprimoramento da proposta, para o aperfeiçoamento do formulário de notificação e para o planejamento de ação de atenção e prevenção, sugerindo que a notificação, mais do que um instrumento de informação das situações de maus-tratos, pode e deve ser entendida como uma importante fonte de informação desencadeadora de apoio às famílias e de vigilância desse agravo, passo essencial para o fortalecimento de uma política de enfrentamento da questão.

ABSTRACT

In recent years an important increase of violence has been observed in Brasil. The violence impact in childhood and adolescence shows how they are vulnerable in this period. This study analyses the domestic violence profile against children and adolescents in Curitiba, through compulsory notification registered in 2003 and 2004, considering the external causes in the morbimortality frame in this population. The health services and public school are the main source of notification. The negligence was the most frequent abuse and was practiced particularly by the mother. The physical abuse appears em second place. The sexual abuse arises in third place and is highest for females and the stepfather appears as the principal aggressor, followed by the father. The abandon was the less notificated violence and the children in their first year of li f e were the principal victims. This analysis made possible to know the occurrence patterns of abuse in childhood and adolescence in Curitiba and supplies the official information systems of morbimortality with complementary data. The analysis improved the "Curitiba Protection Network", the notification register and the planning prevention and care actions. The notification register is an important source of information that direct family support, grants the problem surveillance and enforces the public policies.
