Atividades educativas no serviço de atenção primária à saúde: a educação popular em saúde orienta os princípios dessas práticas? / Educational activities in the primary health care service: does popular education in health guide the principles of these practices?

RESUMO

O presente artigo se propõe a apresentar a pesquisa realizada no ano de 2012 e 2013, a qual teve como objetivo conhecer as atividades coletivas de educação em saúde propostas nas Unidades de Saúde do Serviço de Saúde Comunitária do Grupo Hospitalar Conceição ­ SSC / GHC, e analisar se as orientações teórico-metodológicas presentes nessas atividades acompanham a Política Nacional de Educação Popular em Saúde no Sistema Único de Saúde ­ PNEPS/SUS. Inicia-se por uma breve revisão acerca do tema educação popular e a participação de trabalhadores e usuários em atividades coletivas de educação em saúde. Na sequência, será apresentada a metodologia da pesquisa. Para coleta de informações, primeiramente foi utilizado um questionário dirigido aos gestores locais das doze unidades de saúde do GHC; posteriormente, foram selecionadas quatro atividades coletivas. Para coletar as informações nessas atividades, utilizou-se a observação participante e a realização de entrevistas semiestruturadas com usuários e trabalhadores nas quatro atividades. A presente pesquisa consiste em um estudo descritivo exploratório quanti-qualitativo, que estará pautado no método materialista dialético e histórico, utilizando, de forma articulada, suas principais categorias. As categorias explicativas da realidade são: educação popular, participação e atividades coletivas de educação em saúde. As informa- ções foram analisadas, por meio da técnica de análise de conteúdo proposta por Bardin (2009). Por fim, serão debatidos alguns resultados encontrados, utilizando-se das categorias supracitadas, assim como alguns princípios da educação popular para análise. Entende-se que as atividades coletivas de educação em saúde são alternativas que possibilitam a troca de experiências entre os atores envolvidos, assim como otimizam os recursos da saúde. Além disso, a saúde passa a contar em 2012, com a PNEPS/ SUS, o que instiga a pesquisar o quanto essa Política está presente nas atividades desenvolvidas pelas unidades de saúde, buscando, assim, a inclusão dos sujeitos, o fortalecimento da autonomia e a participação da população.

ABSTRACT

The purpose of this article is to present the survey conducted in 2012 and 2013, aimed at studying the collective educational activities in health proposed in the health units of the Community Health Service, Conceição Hospital Group (SSC/GHC), and analyzing whether the theoretical and methodological orientations found in these activities follow the National Policy for Popular Education in Health in the Unified Health System - (PNEPS/SUS). It consists of a brief review on the subject of popular education and the participation of workers and users in collective health education activities. The methodology of the research is then presented. To collect information initially, a questionnaire directed at local managers of the twelve GHC health units was used. Subsequently, four collective activities were selected. To collect the information on these activities, we used participatory observation and semi-structured interviews with users and workers in these four activities. This research consists of a descriptive exploratory study, quantitative and qualitative, which is based on the dialectical and historical materialism method, using its main categories in a coordinated fashion. The explanatory categories of reality are: popular education, participation, and collective health education activities. Data were analyzed using the content analysis technique proposed by Bardin (2009). Finally, some of the results found are discussed, using the above categories, as well as some principles of popular education, for the analysis. It is understood that collective health education activities are alternatives that enable the exchange of experiences between those involved, as well as optimizing health resources. In addition, in 2012, the health system begins to rely on PNEPS/SUS, which instigates research on how this policy is present in activities developed by health units, thus seeking the inclusion of subjects, strengthening the autonomy and participation of the population.
