Derechos Humanos y responsabilidad social en el acceso a la salud y responsabilidad del enfermo / Human rights and social responsibility in access to health and responsibility of the patient

RESUMEN

Se considera el acceso a la asistencia sanitaria como un derecho fundamental para todos los seres humanos. Generalmente se lo menciona como derecho a la salud. Involucra a varios actores. Entre ellos a los propios pacientes, a sus familias, a instituciones de salud pública y privada, al estado, con sus leyes y organismos encargados de cumplirlas y hacerlas cumplir. Todos con distinto nivel de responsabilidad. Iniciamos nuestro trabajo desde una hipótesis, “al no tener conciencia de este derecho, no lo exigimos”. Se hace hincapié en la relación directa entre calidad de ciudadanía y exigencia de respeto al llamado derecho a la salud. Se percibe que la conciencia de derechos en salud tiene una valoración secundaria en la sociedad, en este caso, de la provincia de Córdoba, República Argentina. Para ello es necesario, según nuestra tesis, salir de un esquema paternalista, no sólo en la relación médico-paciente-familia; sino también en la relación gobernantes-sociedad. En este contexto la información-formación del habitante de un país es fundamental para pasar a ser ciudadano, conocedor no sólo de sus derechos sino también de sus obligaciones. Como muestra para el análisis se valoraron dos grupos uno conformado por estudiantes del último año de la carrera de medicina, de la Facultad de Ciencias Médicas de la UNC; y otro constituido por enfermos ambulatorios e internados del Hospital Tránsito C. de Allende

ABSTRACT

Summary: Considering access to health care as a fundamental right for all human beings. It is usually mentioned as the right to health. Involves several actors. These patients themselves, their families, institutions and public health, the state, with its laws and agencies comply and enforce them. All with different levels of responsibility. We start our work from a hypothesis, "to be unaware of this right, do not insist." The emphasis on the direct relationship between quality of citizenship and called for respect the right to health. It is perceived that the awareness of health rights is of secondary value in society, in this case, in the province of Córdoba, Argentina. This requires, in our thesis, out of a paternalistic scheme, not just in the doctor-patient-family relationship; but the rulers-society relationship. In this context the information-formation inhabitant of a country is essential to becoming a citizen, aware not only of their rights but also obligations. As a sample for analysis two groups were evaluated one includes final year students of the medical course, Faculty of Medical Sciences, UNC; and another consisting of outpatient and inpatient Transit C. de Allende Hospital patients
