O programa esporte e lazer da cidade nos planos plurianuais do governo federal: o "estresse esportivo" do PELC / The citizen sport and leisure program (PELC) in the multi-annual plan of the federal government: the "physical wear" of PELC

RESUMO

O estudo se propõe a realizar a análise da expansão, financiamento e projeção das políticas públicas de esporte e lazer no Programa Esporte e Lazer da Cidade (PELC) no período 2008-2015. O objetivo deste estudo é fazer uma análise comparativa dos dois PPAs respectivamente 2008-2011 e 2012-2015 tendo em vista que é neste último que o Governo Federal traz mudanças na estrutura e em sua gestão, diferente do modelo anterior onde ainda adotava-se a integração entre plano, orçamento e gestão. A mudança de ordem política no PPA justifica-se, segundo o Governo Federal, pois a lógica anterior se pautava excessivamente aos limites econômicos, não se comunicando com a política pública realizada na ponta. A análise dos dados comprova a falta de continuidade e consistência tanto na distribuição dos recursos para o PELC, bem como, a instabilidade no padrão de seu financiamento.

ABSTRACT

The study aims to carry out the analysis of the expansion, financing and projection of public policies for sport and recreation at the Sport and Recreation on the City Program (PELC) in 2008-2015. The aim of this study is a comparative analysis of the two PPAs periods 2008-2011 and 2012-2015, with a view that is in the last one the Federal Government makes changes in its structure and management, that different from the previous model which is still adopted to integration of plan, budget and management. The change of political order in the PPA is justified, according to the Federal Government, as the previous logic was too ruled the economic limits, not communicating with the harsh public policy held at the tip. The data analysis proves the lack of both continuity and consistency in the distribution of resources to the PELC, as well as instability in the pattern of financing.
