RESUMO
Objetivo:
analisar a organização da oferta por cotas para exames e consultas especializadas, a partir das demandas dos usuários das unidades de Saúde da Família, em dois municípios da Bahia, Brasil. Percurso metodológico trata-se de um estudo de abordagem qualitativa, com 91 sujeitos entrevistados (usuários, trabalhadores de saúde e dirigentes), por meio da entrevista semiestruturada e observação sistemática do atendimento. A análise dos dados empíricos foi respaldada na hermenêutica crítica e no fluxograma analisador.Resultados:
o quantitativo de cotas para exames e consultas especializadas distribuídas para as unidades de saúde da família é considerado, pelos entrevistados, reduzido e insuficiente para suprir a demanda da população, sendo motivo de queixa não somente por parte dos usuários, mas de trabalhadores e dirigentes do sistema. Enfim, a articulação entre a oferta de cotas e as demandas na Saúde da Família não reside apenas na ampliação do número de vagas, mas na reestruturação da rede e do processo de trabalho em saúde.ABSTRACT
Objective:
to analyze the organization of quota supply for specialized examinations and appointments from users demands of the Family Healthcare in two cities of Bahia, Brazil.Methodology:
it is a study of qualitative approach which was carried out with 91 subjects interviewed (users, health staff and directors) through semi-structured interviews and systematic observation of appointments. Data analysis was based on critical hermeneutic and flowchart analyzer.Results:
the amount of quotas provided for specialized examinations and appointments in the family healthcare units is regarded by interviewees as reduced and insufficient to supply the demands from population, and it is not only a user's complain but also staff's and directors'. Finally the articulation between quota supply and demands in the Family healthcare is not just a matter of increasing the number of vacancies but of re-structuring the network and the work process in healthcare.
