O sindicalismo brasileiro e o Sistema Único de Saúde / Brazilian unionism and the Unified Health System

RESUMO
Essa dissertação tem como objetivo compreender as externalidades da relação entre duas dimensões da cidadania brasileira (I) a ação das entidades sindicais e a (II) construção da saúde pública. O argumento, é que existe uma relação precária e descontínua que se manifesta em duas evidências, são elas os seguros de saúde e os índices de subnotificação e acidentes e trabalho. No desenvolvimento do trabalho apresentamos as questões dos seguros de saúde e sua relação com o sindicalismo; a associação dos índices de subnotificação e acidente trabalho com SUS; e, por fim, a dispersão institucional que envolve a luta sindical nas questões de saúde do trabalhador. Em seguida, uma discussão com a bibliografia identificando como se construiu uma certa percepção do que é a presença sindical na construção de direitos; e por fim, incorpora um capítulo sobre a institucionalização de Saúde do trabalhador/a no SUS. Todo o debate realizado em torno da assistência à saúde do trabalhador, tem o sentido de mostrar a necessidade de unidade político-programático entre sanitarista e sindicalista
ABSTRACT
This dissertation aims to understand the externalities of the relationship between two dimensions of Brazilian citizenship (I) the action of trade unions and (II) the construction of public health. The argument is that there is a precarious and discontinuous relationship that is manifested in two evidences health insurance and rates of underreporting and accidents and work. In the development of the work we present the health insurance issues and their relationship with trade unionism; the association of underreporting and accident rates with SUS; and, finally, the institutional dispersion that involves the union struggle in the health issues of the worker. Next, a discussion with the bibliography identifying how a certain perception of the union presence in the construction of rights was constructed; and finally, it incorporates a chapter on the institutionalization of Health of the worker in the SUS. The whole debate about the health care of the worker, has the sense to show the necessity of political-programmatic unity between sanitarista and syndicalist
