Introdução à pesquisa avaliativa do processo de formulação e implantação da Politica Nacional de Atenção Integral à Saúde da Criança (PNAISC) / Introduction to the evaluative research of the formulation and implementation process of the National Policy for Comprehensive Child Health Care (PNAISC)

RESUMO

O processo de formulação e implantação da Política Nacional de Atenção Integral à Saúde da Criança (PNAISC), iniciado em 2011, culminou com a aprovação dessa política pelo Conselho Nacional de Saúde (CNS) e Comissão Intergestores Tripartite (CIT) no final de 2014, sendo publicada pelo Ministério da Saúde em agosto de 2015. A condução desse processo pela Coordenação-Geral de Saúde da Criança e Aleitamento Materno do Ministério da Saúde (CGSCAM/MS) em parceria com a Estratégia Brasileirinhas e Brasileirinhos Saudáveis (EBBS) do Instituto Nacional de Saúde da Mulher, da Criança e do Adolescente Fernandes Figueira da Fundação Oswaldo Cruz (IFF/Fiocruz), com a participação de representantes das coordenações de saúde da criança dos estados e capitais, promoveu democracia institucional e articulação interfederativa. A CGSCAM/MS instituiu o consultor estadual de saúde da criança com a função de ofertar apoio institucional aos estados e municípios, em substituição às atividades tradicionais de supervisão, auditoria e controle. Esse movimento foi acompanhado por pesquisa avaliativa, que utilizou a triangulação de métodos quantitativos e qualitativos, embasada nos referenciais da hermenêutica-dialética. Este artigo apresenta um breve histórico da saúde da criança no Brasil, contextualizando o processo de formulação e implantação da PNAISC e o papel da pesquisa avaliativa nesse processo

ABSTRACT

The formulation and implementation process of the National Policy for Comprehensive Child Health Care (PNAISC), started in 2011, culminated with the approval of that policy by the National Health Council (CNS) and the Tripartite Intermanagers Commission (CIT) at the end of 2014, being published by the Ministry of Health in 2015. The conduction of that process by the General Coordination of Child Health and Breastfeeding (CGSCAM/MS) in partnership with the Estratégia Brasileirinhas e Brasileirinhos Saudáveis (EBBS) of the National Institute of Women, Children and Adolescents Health Fernandes Figueira of the Oswaldo Cruz Foundation (IFF/Fiocruz) with the participation of representatives of the child health coordinations of the states and capitals, promoted institutional democracy and inter-federative articulation. The CGSCAM/MS instituted the state consultant for child health with the function of offering institutional support to the states and cities, substituting the traditional activities of supervising, auditing, and control. Such movement was accompanied by the evaluative research, based on the hermeneutic-dialectic framework. This article presents a brief history of child health in Brazil, contextualizing the formulation and implementation process of the PNAISC and the role of evaluative research in that process
