RESUMEN

La Ley 1753 del 9 de junio de 2015 por la cual se promulgó el Plan Nacional de Desarrollo 2014 ­ 2018 (PND) contiene en cinco artículos (artículos 5º, 7º, 10º, 12º, y 186º) una reforma estructural del Sistema Nacional de Ciencia, Tecnología e Innovación (SNCTI) en Colombia (1). Si bien es cierto, los lineamientos básicos estaban ya esbozados en el Plan Nacional de Desarrollo 2010 - 2014 y el énfasis en la de por sí precaria generación de conocimiento científico se había sustituido por la innovación empresarial desde 1995 con la creación del Sistema Nacional de Innovación y luego con la Ley 1286 de 2009; no se había definido de una manera tan radical como lo hace el actual PND, el que la dirección y el eje mismo del sistema de CTI no descanse ya en el Estado representado en Colciencias, ni en las universidades, ni en los centros de investigación públicos o privados, sino en las empresas a través de "las Comisiones Regionales de Competitividad en cada departamento" (art. 186 PND).

ABSTRACT

Law 1753 of June 9, 2015 by which the National Development Plan 2014 was enacted 2018 (PND) contains five articles (Articles 5th, 7th, 10th, 12th, and 186th) a structural reform of the National System of Science, Technology and Innovation (SNCTI) in Colombia (1).
