RESUMO
Knowledge about the financing and organization of health services requires continual updating. The system of health care is highly volatile and subject to marked change. One of the problems resulting from the great fragmentation of care is difficulty in assigning responsibility for the quality of care while controlling costs. the main objective of health care is the contribution to improve the level of behaviour from individuals and populatins. The author describes two basic concepts:a) the care management and b) the clinical management defined as the use of the clincal knowledge in order to optimize the care process. These considerations are commented in the article
