RESUMO

O artigo trata do instigante tema da intervenção nos assuntos internos dos Estados em tempo de paz. A multiplicação de atores e a complexidade da agenda internacional apresentam novos desafios para tornar eficaz a solidariedade internacional. O autor sugere a reformulação das instâncias decisórias a fim de afastar, como tem ocorrido até o momento, o perigo da intervenção do mais forte sobre o mais fraco.

ABSTRACT

This article takes on the provocative subject of the peacetime intervention of stronger nations in the internal affairs of weaker ones. The increasing multiplicity of actors and the complexity of the global agenda create new challenges to the achievement of meaningful international cooperation. The author calls for a re-thinking of existing decision-making mechanisms, with a view toward reversing current interventionist trends.
