A cooperação técnica OPAS-Brasil na formação de trabalhadores para a saúde (1973-1983) / The technical cooperation Paho-Brazil in the education of health workers (1973-1983)

RESUMO

Esse trabalho discute as políticas de recursos humanos em saúde no Brasil, a partir da cooperação técnica desenvolvida neste campo entre a Organização Pan-Americana da Saúde (OPAS/OMS) e o governo brasileiro. Examina o contexto de formulação e a implementação do Acordo para um Programa de Desenvolvimento de Recursos Humanos para a Saúde no Brasil, sobretudo a partir de 1975, quando tem início o Programa de Preparação Estratégica de Pessoal de Saúde (PPREPS). Da mesma forma, são discutidas as implicações do PPREPS na institucionalização da área de RH em saúde como parte das instâncias de gestão pública da saúde, na organização do campo da saúde coletiva no Brasil e na crítica e reforma dos sistemas de saúde do país, cujos reflexos são presentes até hoje.

ABSTRACT

This paper discusses the human resources policies in health in Brazil, from the basis of the technical cooperation in this area between the Pan-American Health Organization (PAHO/WHO) and the Brazilian government. The study examines the formulation and implementation of the "Agreement for Human Resources Development for Health in Brazil", especially from the beginning of the Program for Strategic Development of Health Personnel in 1975. The paper finally discusses the implications of this Program, whose reflections are felt up to the present days, for the institutionalization of RH in health as part of the public health administration, for the organization of the field of collective health in Brazil, and for the criticisms and reforms in the country's health systems.
