O município de Campinas e a organização da Secretaria Municipal de Saúde / The county of Campinas and the County Health Secretary Office organization

RESUMO

O objetivo deste estudo foi apresentar uma reconstituição histórica dos serviços públicos de saúde no município de Campinas, por meio de revisão de documentos produzidos pela Secretaria Municipal de Saúde que abordam a formulação das políticas públicas em saúde. Para tanto, resgatou-se a origem do processo da constituição do município de Campinas, com base em produções científicas pertinentes, entendendo que as condições econômicas, sociais e políticas refletiram-se na política de saúde adotada nos diversos momentos históricos. Campinas experimentou diversos modelos assistenciais na construção do sistema de saúde, destacando-se, de modo pioneiro, na implantação do Sistema Único de Saúde por meio da Medicina Comunitária, desenvolvida com participação popular e em parceria com as universidades do município desde os primórdios da década de 70. Esse modelo assistencial, reiterado pelo projeto Pró-Assistência e pelas Ações Integradas de Saúde, resultou na construção coletiva de um sistema de saúde para o município, viabilizado por práticas dirigidas às necessidades sociais nesta área, com significativa inclusão social e participação popular. Recentemente, assinala-se a implantação do Programa de Saúde da Família, no ano de 2001, que se propôs a fortalecer o Sistema Único de Saúde por meio de diretrizes de acolhimento, responsabilização, gestão participativa, vínculo e controle social. A política de saúde efetivamente implementada reflete o momento histórico de sua formulação, as condições econômicas vigentes, os avanços tecnológicos, bem como a capacidade de os cidadãos, grupos e classes sociais se organizarem e influenciarem as definições políticas formais e informais

ABSTRACT

The main objective of this study is to present a historical reconstitution approach of the public health services in the county of Campinas through the revision of documents produced in the Municipal Health Department which contains the formulation of the Public Health Policies. In order to do this, we have reviewed the origin of the process in the foundation of Campinas County, based on pertinent scientific works, acknowledging that economical, social and political environment have influenced the health policy adopted in several historical moments. Campinas has experienced several welfare models in the implementation of the health system, highlighting the early development way in implementing the Unified Health System, through Community Medicine Effort with the help of community dwellers and the partnership with the County Universities since the early 70?s. Such welfare model, reiterated by the Pro-Assistance project and coordinated health actions resulted in the collective construction of a health system for the county. Carried out by practices that met the health and social necessities, with significant social inclusion and people?s participation. More recently, must be pointed out the implementation of the Family Health Program, in 2001, with the purpose of strengthening the Public Health System through the directives of Acceptance, responsibility, participation management, family bond and social control. Health policy effectively implemented reflects the historical moment of its formulation, the current economical conditions, the technological development, as well as the citizen?s, social group and class capacity of organizing and influence the setup of formal and informal policies
