Turismo e consumo das cidades: apontamentos sobre o biopoder / Tourism and consumption of the cities: notes on biopower

RESUMO

Partindo do entendimento de que o biopoder tornou-se uma das principais vias que o capital recorre para se propagar, Michel Foucault lançará esta discussão pensando o biopoder como uma tecnologia de dupla face que por um lado age a partir da disciplina de regulação dos corpos, através principalmente das instituições de confinamento para gerar um indivíduo dócil e últil (anátomo-política) e concomitantemente incide sobre a coletividade humana, gerindo a vida da população, ordenando as cidades, através do controle das taxas de natalidade, mortalidade, morbidade, longevidade, portanto, incidindo de maneira massificante sobre o corpo-espécie (biopolítica das populações). Inspirados na analítica foucaultiana a respeito do biopoder lançamos o seguinte questionamento que irá conduzir o objetivo do presente artigo como esta tecnologia de dupla face interfere na prática contemporânea do turismo, ou mais precisamente, como o turismo se transforma em um agenciamento do biopoder? Para responder esta indagação propomos inicialmente problematizar como a atividade turística tem se transformado em um importante vetor de (re)invenção das cidades. A cidade do Natal, capital do estado do Rio Grande do Norte, será o foco de nossa reflexão, pois apesar de se tratar de um caso situado, apresenta contornos de uma problemática nacional, quiçá mundial. Em seguida, discutiremos as modificações no tratamento teórico conferido ao tema do consumo na sociedade capitalista, ressaltando a compreensão de uma forma específica de consumo, a do turismo de massa, além do processo de produção de subjetividade envolvido. Discutiremos ainda os investimentosdo biopoder a partir da disciplinarização do olhar que anima a experiência turística e o ordenamento que transforma a cidade enquanto localidade destinada para tal experiência. Por fim, lançaremos mão de questões relativas aos embates acionados frente a turistificação da cidade do Natal, ressaltando algumas capturas e resistências deste processo...

ABSTRACT

Based on the understanding of biopower as one of the mainforms of capitalism propagation, Michel Foucault will promote this discussion of biopower as a double-edged technology. On one side it regulates the bodies by means of confinement institutions to produce a docile and useful individual (political-anatomy) and concomitantly projects upon the human collective, promoting life in populations, arranging cities through the control of the indices of natality, mortality, morbidity, and longevity, thereby affecting, in a massifying way, the body species (biopolitics of the populations). Inspired by the foucaultian analysis of biopower, we propose the following question that directs the objective of this article How does this double-edge technology interfere in the contemporary tourism practice? More precisely, how does tourism transforms itself in anagency of biopower? The city of Natal, capital of the State of Rio Grande do Norte will be the focus of our reflection, because eventhough it is situated case, it presents elements of a national, and maybe global, problem. Then, we argue that tourism has transformed itself in an important intermediary for the (re)invention of cities. We then discuss the modifications of the theoretical application to the consumption theme in a capitalist society, highlighting the understanding of mass tourism as one specific form of consumption and subjectivity production process involved. We also discuss the investments of biopower, based on the disciplinarization of the look that guides tourist experience. Finally, we ask questions related to conflicts resulting from tourism activities in the city of Natal, pointing out some resolution and resistance aspects in this process.
