RESUMO
Desigualdades geográficas e sociais na distribuição de recursos humanos em saúde, especialmente médicos, que acarretam iniquidades de acesso aos serviços de saúde, têm sido apontadas como problema grave, persistente e resistente às mais variadas estratégicas adotadas para o seu enfrentamento, pelos governos da maioria dos países. Em geral, os segmentos mais pobres e desprotegidos das populações são os que mais sofrem com as situações de insegurança assistencial ocasionadas pela falta de profissionais de saúde. O artigo aborda o problema e descreve políticas e programas governamentais adotados para o seu enfrentamento em diversos países. Os autores defendem a necessidade da adoção, em nosso país, de uma Política Nacional de Promoção de Segurança Assistencial no SUS composta por diversas ações e estratégias a carreira nacional dentre elas.
ABSTRACT
Geographical and social inequalities in the distribution of human resources for healt, especially physicians, are a serious and persistent problem affecting many countries and regions; they are also resilient to many different governmental strategies adopted to overcome them. Generally the poor are the most affected by the inequality of access to health care and the insecurity caused by the lack of health professionals. This article examines the problem of maldistribution of physicians and describes some strategies and programmes designed by some countries to fight the problem. The authours defend the adoption of a national health policy in human resources that would assure health security for all. The socalled health national career is among the strategies to be adopted.
