O modelo de atenção e gestão em Recife: a dupla tarefa da produção de saúde e da produção de sujeitos no Sistema Único de Saúde / The management and attention model in the city of Recife: the double task of the health and individuals production in the National Health System

RESUMO

Partindo das diretrizes de atenção e gestão no município de Recife, várias ações foram disparadas. Por um lado, considera-se que uma diretriz essencial para a reconstrução do modo de governar nas instituições em saúde refere-se ao reconhecimento explícito de que todo coletivo organizado para a produção cumpre duplo papel. De outro lado, considera-se que a diretriz de reorganização da atenção e gestão, precisa incluir os sujeitos reais que vivem e trabalham nos territórios sendo consideradas somente cidades e ambientes saudáveis, preenchidos por gente. Assim, a atenção básica, urgência e emergência, especializada e hospitalar estão sendo mudadas com arranjos e dispositivos baseados nessas diretrizes.

ABSTRACT

From the guidelines of attention and management in the county of Recife, several actions were discharged. On one hand, it is considered that na essential guideline for the reconstruction of the way of governing, in health institutions, refers to the explicit acknowledgement that all the general organized for the production performs a double role. On the other hand, it shall be considered that, the reorganization guideline of attention and management, needs to include the real individuals who live and work in these territories, considering only the cities and healthy environments, file with people. Thus, basic, urgent, emergent, specialized and hospital attention are being changed with arrangements and devices bases in these guidelines.
