Educação Permanente em Saúde: conhecer para compreender / Permanet education in health: knowing in order to understand

RESUMO

A educação permanente é uma política de governo implantada no Sistema Único de Saúde que tem como objetivo modificar as práticas de saúde e trazer transformações na formação dos profissionais da área. O objetivo deste trabalho foi identificar os equívocos mais comuns em relação à definição de Educação Permanente em Saúde (EPS) encontrados nos resumos apresentados no VII Congresso Nacional da Rede UNIDA realizado em Curitiba-PR em julho de 2006. Foram analisados 59 trabalhos classificados com o tema EPS dentre os 1266 resumos inscritos no referido congresso. Na primeira etapa os trabalhos foram lidos e dispostos em quadro de referência, na segunda, foram classificados de acordo com as “pistas” que possibilitaram a divisão dos trabalhos em três subgrupos educação permanente (EP), educação continuada (EC) e educação em saúde (ES). Os resultados encontrados sugerem que alguns autores ainda confundem ou desconhecem a definição de EPS, além disso, é comum utilizá-la como sinônimo de EC ou ES. Por entender que a EPS é uma política nacional que visa tanto a transformação das práticas profissionais em saúde quanto o fortalecimento do Sistema Único de Saúde, faz-se necessário esforço conjunto na divulgação da estratégia, por meio das instituições de ensino em saúde, serviço e comunidade.

ABSTRACT

Permanent education is a government policy implemented in the National Health System with the objective of modifying health practices and bringing forward changes in the education process of health professionals. The objective of this paper Is to identify the most common misuse related to thedefinition of EPS stated in abstracts presented at the VII Rede UNIDA National Conference that tookplace in Curitiba – PR in July 2006. There were analyzed 59 papers listed as related to EPS out of 1266 abstracts submitted to the conference. At first the papers were read and displayed in reference tables, whilst in the second step they were classified according to “hints” that allowed the division in three subgroups permanent education (PE), continuing education (CE) and health education (HE). Results suggest that some authors still misuse or do not know the definition of EPS, while it is common to use it as a synonym for continuing education or education at the workplace. We understand that EPS is a national policy that aims to the transformation of professional practices of health workers as well as the strengthening of the National Health System. Therefore, it is necessary to join efforts to divulge this strategy among health education institutions, service and community.
