RESUMEN
Desde 1988 en Brasil, se viene trabajando en un Sistema Único de Salud (SUS). Los antecedentes de su formación se sustentan en el reconocimiento constitucional de la salud como un derecho inherente a la persona y en una corriente surgida en el ámbito académico que propugnaba la progresiva universalización de la salud. El SUS es regulado, fiscalizado y financiado por el Gobierno en sus tres niveles de administración Unidad, Estados y Municipios, asimismo,cuenta con el apoyo de los tres poderes del país Ejecutivo, Legislativo y Judicial. También existe participación deentidades privadas aunque sometidas a regulación similar a sus pares públicas. La universalidad, la equidad y laintegridad son los principios constitucionales en los que se fundamenta su accionar, por su parte, la regionalización, la jerarquización, la descentralización y la participación de la población son sus principios organizacionales. Sin embargo,la universalización es un gran desafío, y aun en el presente se están implementando mecanismos a fin de lograr una mayor cobertura y brindar una atención de calidad a todos los usuarios.
ABSTRACT
Since 1988, Brazil has been working through a Unique Health System (UHS). The background of its formation aresupported in the constitutional recognition of health as a human right and in a school risen in academic grounds, which impulsed progressive health universalization. The UHS is regulated, monitored and financed by the government in its three levels of administration the Union, the States and the Municipalities. At the same time, it has the support of the three powers in the country Executive, Law system and judicial system. There is also participation of the private enterprises, though they are submitted to a regulation which is very similar to their public partners. Universality, equityand integrity are the constitutional principles in which its actions are based, and on turn, regionalization, maintenance of the hierarchy, decentralization and people participation are its organizational principles. Nevertheless, universalizationis a great challenge, and even now, the mechanisms directed to achieve a wider covering and quality attention to all theusers are being implemented.
