Notas históricas sobre o programa de saúde da família em Minas Gerais / Historical notes on the family health program in Minas Gerais

RESUMO

O Programa de Saúde da Família (PSF) vem sendo implantado em todo o Pais, com o objetivo de mudar o modelo assistencial ainda em prática e que tem se revelado ineficiente, por implicar elevado custo e por não abordar o ser humano com integralidade e afetividade. Contudo, as informações que têm circulado sobre o Programa são, frequentemente, equivocadas e distorcidas, objetivando, no mais das vezes, um mero exercício de manipulação política ou de manutenção de estruturas de poder. Faz- se necessário, portanto, relatar com fidelidade a história da criação e implantação do Programa, desde suas origens, para não se permitir o afastamento dos fatos ocorridos. Com esse objetivo, arrolam-se os movimentos que deram inicio às mudanças no sistema de saúde em todo o mundo e que tiveram com marco fundamental a Conferência da Organização Mundial de Saúde em Alma-Ata, em 1978. Descreve-se, em seguida, minuciosamente, a implantação do PSF em Minas Gerais, enfatizando-se o trabalho multiprofissional e intersetorial desenvolvido, os marcos conceituais do programa, a questão do financiamento e os problemas que vêm sendo enfrentados ao longo de todo o processo. Ressalta-se, finalmente, a importância da educação permanente como suporte fundamental do programa.

ABSTRACT

The Family Health Program (PSF) is being installed all over the country in Brazil, with the aim of changing the assistance model existing at present. The present model has become outdated on account of its high cost and its inefficiency, as well as to the fact of its not dealing with the human being as a whole and not interacting with the patient with affection. The information about the Program currently circulating is often distorted and misstated, sometimes purposely, aiming at political manipulation or the maintenance of power structures. So, it becomes necessary to tell the history of the creation of the Program from its origin, in order not to swerve from the reality of the events. The movements that gave birth to the changes in the health systems all over the world started with the Conference for the World Health Organization in Alma-Ata in 1978. It tells in detail the instalment of the PSF Program in Minas Gerais, highlighting the multi-professional and inter-sectorial work developed, the conceptual marks of the Program, its fmancing and the problems that have been faced. It also highlights the importance of continuous education as a fundamental support to the Program.
