Política nacional de saúde bucal, da teoria à prática: um estudo acerca de sua implantação em Recife - PE no período 2000 a 2007 / National health oral policy, from theory to practice: a study of its implementation in Recife - PE in the period 2000 to 2007

RESUMO

Esta tese reflete sobre a Política Nacional de Saúde Bucal e como a mesma conformou o modelo de atenção em saúde bucal do Recife no período 2000 a 2007, para tal interpretação recorre-se ao suporte teórico consubstanciado nas Diretrizes da Política Nacional de Saúde Bucal. Realiza entrevista semi-estruturada com 26 atores como cirurgiões dentistas e outros profissionais de nível superior da equipe de saúde da família, coordenadores distritais de saúde bucal, coordenador municipal e nacional de saúde bucal, analisa-se documentos da gestão municipal e federal, explora-se dados dos serviços e recorre-se a literatura da área visando interpretar a conformação do modelo de atenção do Recife a partir das diretrizes da Política Nacional de Saúde Bucal. Observou-se no período estudado para o Recife, a expansão e consolidação de uma rede assistencial em saúde bucal, persistindo dificuldades no acesso, referenciamento e contra-referenciamento; maior ênfase em procedimentos preventivos individuais e coletivos; uma educação continuada proporcionada pelo município para os cirurgiões dentistas da equipe de saúde da família, e apropriação por parte dos cirurgiões dentistas das diretrizes da estratégia de saúde da família; superação da exclusivização de clientela materno infantil; crescente e contínuo aumento do repasse por parte do Ministério da Saúde para as ações de saúde bucal do Recife. No tocante a Política Nacional de Saúde Bucal avaliou-se que a mesma se materializa em 2004 e expande-se progressivamente via equipes de saúde bucal na estratégia de saúde da família, centro de especialidades odontológicas, laboratório regional de prótese dentária e levantamentos epidemiológicos. Atividades estas possíveis pelo aumento do financiamento para a saúde bucal no âmbito do Ministério da Saúde e pela crescente transferência de recursos financeiros para os municípios...

ABSTRACT

This thesis reflects on the National Oral Health Policy and how it conformed tothe model of oral health care in Recife in the period 2000 to 2007, for such aninterpretation resorts to the theoretical framework embodied in the Guidelinesof the National Oral Health. Performs semi-structured interviews with 26actors such as dentists and other professional-level team of family health, oral health district coordinators, coordinating local and national oral health, exploits data from service and goes through specialized literature aiming at interpreting themodel of attention of Recife starting from the paradigm of the National Oral Health Policy. The expansion and consolidation of a net of oral health care in Recife was noticed in the period of time studied, as well as the difficulties in accessing, referencing and cross-referencing; more emphasis on individual and collective preventive procedures; a continuing education provided by the municipality forthe dentists of the family health team and understanding by the dentists of theguidelines of the strategy of family health,; the end of the exclusivization of the infant patients; the continuous growing increase of the money sent by the Ministry of Health to the oral health program in Recife. In relation to the National Policy of Oral Health, it was noticed that it became real in 2004 and expanded gradually through oral health teams in the strategy of family health center dental specialties, center of dental specialization, regional laboratory of dental prosthesis andepidemiological surveys. All that has been possible due to the increase of the money sent by the Ministry of Health for the oral health program and for the municipal governments.
