A servidão mais que voluntária: dispositivos burocráticos em instituição de saúde mental / The servitude more than voluntary: the bureacracy in an institution of mental health

RESUMO

Este trabalho propõe uma reflexão acerca de alguns efeitos do discurso burocrático num funcionamento institucional na clínica da saúde mental. Trata-se de um exercício que exige muitos caminhos a percorrer. Contudo, tentamos indicar alguns pontos deste tema de maior pertinência, uma vez que um pressuposto fundamental da ética psicanalítica é a indissociabilidade entre clínica e política. Para a sustentação deste debate, acompanharemos os estudos de Arendt (1979; 1999; 2006) e as reflexões de Lacan (1998a; 1998b;1991), pois possibilitam inferir que determinadas formas de funcionamento institucional podem conter dispositivos de perversidade, estando em causa o encobrimento do sujeito e estratégias de dominação do Outro, e permitem fazer uma aproximação entre o discurso burocrático e uma modalidade de perversidade. Quando os dispositivos institucionais são transformados em normas rígidas, prevalecendo a impessoalidade e a desautorização da construção de um saber, o paciente as obedecendo subservientemente, se encontra numa posição autônomata, cronificando seu padecimento. Uma das direções clínicas para estas formas de funcionamento pode ser o trabalho com os dejetos institucionais. Ou seja, parece ser um recurso clínico fundamental a escuta daquilo que retorna como efeito de um discurso automatizado, circunscrito na impessoalidade, podendo, assim, indicar palavras que possam estabelecer uma dimensão subjetiva.

ABSTRACT

This work considers to reflect concerning some effect on the bureaucratic speech in an institucional functioning in the clinic of the mental health. It is about a reflection that demands many ways to pass. However, we will try to indicate some points of this theme of greater relevancy, as soon as the main assumption of the psychoanalysis ethics is the individible between clinic and politics. For sustentation of this debate, we will follow the studies of Arendt (1979; 1999; 006) the presented reflections of Lacan (1998a; 1998b; 1991), make possible to infer that some forms of institutional functioning they can contain perversity devices, being in cause the covering of the personal and strategies of domination of the Other, as support for an approach between the bureaucratic speech and a modality of perversity. When the institucional arrangements are transformed into rigid rules, personality and prevailing of the construction of knowledge, the patient obeying subserviently comes into an automata position, chronical his suffering. One of the directions for these clinical forms of operation may be working with institutional waste. That seems to be a key clinical feature to listen to what the of returns of an automated speech, confined in impersonal and may thus indicate words that can make a subjective dimension.
