RESUMO

A qualidade das informações tem sido objeto de interesse mundial, com importantes investimentos sendo aplicados na elaboração de metodologias para gestão da qualidade dos dados e das informações. Cada metodologia, conforme seu foco, seleciona os fatores determinantes de qualidade e as dimensões de qualidade que devem ser prioritariamente avaliadas, por meio de distintas técnicas. Atualmente não se adota no Brasil uma abordagem formal para a avaliação da qualidade dos dados e informações em saúde, nem existe uma coordenação dos estudos de avaliação e dos esforços para aprimoramento da qualidade das informações da área, resultando em iniciativas isoladas e não regulares. A adoção de uma metodologia para gestão da qualidade das informações em saúde poderá trazer diversos benefícios, como estabelecer a regularidade das avaliações, ampliar a abrangência das regiões e dos sistemas analisados, adotar a padronização dos conceitos e das dimensões de qualidade avaliadas, possibilitar a prevenção e a identificação oportuna de problemas e garantir maior transparência no processo utilizado para assegurar a qualidade dos dados e informações...

ABSTRACT

Information quality has been the focus of international interest, with importantinvestments being made in the development of information quality management methodologies. Each methodology, according to its focus, selects determining factors and quality dimensions for evaluation. There is currently no formal approach for the evaluation of data and informationquality in Brazil. There is also no coordination of evaluation studies and efforts to increase information quality, which results in irregular, isolated initiatives. Adopting a methodology for information quality management could have several benefits, such asestablishing evaluation regularity, broadening the scope of evaluated regions and systems, standardizing concepts and evaluated dimensions, enabling problem prevention and timely identification, as well as guaranteeing greater transparency to the quality management process. The first article in this thesis, “Review of quality dimensions and applied methods in the evaluation of health information systems”, seeks to subsidize discussionsconcerning the information evaluation of national Health Information Systems in Brazil. The article identifies the dimensions prioritized in the studies that assess quality information in these systems. These dimensions are reliability, validity, coverage andcompleteness. The studies also focus on data from Rio de Janeiro and São Paulo. The small number of studies concerning certain systems and their unequal distribution across the regions makes it impossible to comprehensively evaluate the quality of health information systems in Brazil. The findings indicate the need to institute a formal, regular policy for the evaluation of health information in the country.
