A campanha contra o caveirão no Rio de Janeiro / The campaign against the “caveirão” in Rio de Janeiro

RESUMO

Nas últimas décadas, a violêˆncia urbana associada ao tráfico de drogas tem atingido níveis alarmantes no Rio de Janeiro, levando sua população a requerer alguma resposta por parte das forças de segurança estatais. Uma das respostas recentes foi o uso de veículos blindados nas operações policiais em favelas, para enfrentamento do tráfico de drogas ali presente. Com o apoio de ONG’s de Direitos Humanos e da Anistia Internacional, estes moradores organizaram, então, uma campanha contra a utilização desse equipamento nas  reas pobres da cidade e a política de segurança pública que o mesmo expressa. Este trabalho analisa a Campanha contra o Caveirão, examinando alguns de seus atos e protestos no espaço público, sua divulgação pela internet e seus desdobramentos na imprensa e na opinião pública carioca. Busca refletir sobre o alcance e os limites desse movimento no contexto de violência experimentado no Rio de Janeiro.

ABSTRACT

For the last decades, the urban violence associated with the drugs traffic has reached alarming levels in Rio de Janeiro, taking its population to ask for any kind of response from the state’s security forces. One of the recent responses was the use of armoured vehicles on police operations in the slums to confront the drugs traffic. With the support of human rights ONGs and the International Amnesty, the slum’s residents organized a campaign against the utilization of that equipment in the poor areas of the city and the public security policy that it represents. This work analyses the “Campaign against Caveir„o”, investigating some of its acts and protests at the public space, its spreading through the internet and its evolution in the press and public opinion as well. It intends to reflect about the extension and limits of that campaign in the context of violence experienced in Rio de Janeiro.
