O lazer nas políticas públicas participativas de Porto Alegre: estudo das gestões municipais de 1994 a 2004 / Leisure in the participatory public policies of Porto Alegre a study of the municipal administrations from 1994 to 2004

RESUMO

O principal objetivo deste trabalho, baseado em dissertação de mestrado, foi identificar e analisar a inclusão do Lazer enquanto área da política pública de Porto Alegre, no período de 1994 a 2004, buscando compreender suas diretrizes, objetivos, pressupostos e projetos implementados. A metodologia combinou pesquisa bibliográfica e documental. A primeira foi realizada a partir dos sistemas de bibliotecas da UnB e Unimep, ampliando-se com consultas a obras indexadas na CAPES e na Rede CEDES, do Ministério do Esporte. O levantamento bibliográfico inicial tratou dos temas-chave Lazer, Esporte e Políticas Públicas; Políticas Participativas; Administração Municipal de Porto Alegre. A pesquisa documental englobou relatórios, planejamentos, registros escritos de fatos vividos no cotidiano da ação política investigada, da legislação e outros documentos da Prefeitura Municipal de Porto Alegre, neste período histórico. Os dados analisados nos apontaram a especificidade das Políticas Públicas de Lazer, nos itens institucionalidade, objetivo principal, prioridade, enfoque, lógica da tomada de decisão, e financiamento, onde o Orçamento participativo teve papel relevante, e se revelou o principal marco das discussões.A dissertação permitiu identificar fatores que revelam inovações nas políticas vividas, principalmente em termos de participação popular e, ao mesmo tempo, limites e possibilidades na produção, apropriação e vivências do cotidiano estudado.

ABSTRACT

The main objective of this work, which is based in a Master's dissertation, was to identify and analyze the inclusion of Leisure as an area of the public policy of Porto Alegre. The methodology combined literature and document research. The former was made on the University of Brasilia and on the Methodist University of Piracicaba's library system and was broadened by consultations to works indexed in CAPES and CEDES network, from the Ministry of Sports. The initial literature survey addressed the key issues Leisure, Sport and Public Policies; Participatory Policies; Municipal Administration of Porto Alegre. The document research involved reports, planning, written records of events experienced in the everyday political action investigated, legislation and other documents of the City Hall of Porto Alegre during this historical period. The analyzed data indicated the specificity of the leisure public policies, in the following items institutionality, main objective, priority, focus, logic of decision making and financing, where the participatory budget played a significant role and proved to be the touchstone of the discussions. The dissertation has identified factors that reveal innovations in policies, especially in terms of popular participation and, at the same time, limits and possibilities in the production, appropriation and experiences of the everyday life studied.
