Quatro jovens, um projeto social: espaços de desencontros / Four young, one social project: spaces of unmeetings

RESUMO

Considerando o cenário contemporâneo de implementação de políticas públicas para o público juvenil, este artigo busca refletir sobre os sentidos dessas políticas para a vida de jovens participantes de projetos sociais, assim como sobre os espaços oferecidos a esses jovens e por eles ocupados nesses contextos. Essas questões emergiram a partir de uma pesquisa sobre os sentidos da mediação artística para jovens egressos de um projeto social da prefeitura de Florianópolis/SC centrado no trabalho com arte. Foram utilizados na coleta de informações os seguintes procedimentos observações da rotina e atividades do projeto, entrevistas com profissionais da instituição, pesquisa documental e entrevistas com quatro jovens egressos do projeto. A análise das informações apontou a importância atribuída pelos jovens à participação neste e em outros projetos sociais, fundamentalmente pelo acesso a possibilidades educativas, culturais e de lazer, que não lhes são oferecidas em outros locais. Porém, destacou-se a precariedade de condições existentes para a realização das atividades diárias e o predomínio de práticas assistencialistas e tutelares, que não incluem jovens no processo de planejamento das ações.

ABSTRACT

Considering the contemporary setting of implementation of public policies for the youth, this article aims to reflect about these polices meanings to the lives of young social projects participants, as well as to reflect about the existent place and the place occupied by the young people in these contexts. These issues emerged from a survey that investigated the art meaning for young ex-participants of a social project undertaken in Florianopolis/SC in which the art was the main tool for work. The procedures used in data collection were observations of the project routine activities, interviews with institution professionals, research of project documents and interviews with four young ex-participants. The analysis of the information pointed the importance attached to the participation in social projects by young people, mainly because the access to educational, cultural and leisure possibilities which were not offered to them in other places. However, it has underlined the precariousness of the existing conditions for carrying out daily activities and the predominance of welfare and guardianship practices, which do not include young people in the planning of actions.
